Description
This is a combined synopsis/solicitation for commercial items prepared with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation No. DTCG23-01-R-TFD145 is being issued as a Request for Proposal (RFP). The U.S. Coast Guard intends to award a sole source IDIQ, Firm Fixed Price Type Contract, minimum of (2) and maximum of (19) Radio Frequency (RF) Switch Cabinets to Megapulse, Inc., 101 Billerica Ave., 4 Billerica Business Center, N. Billerica, MA 01862. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-01. The NAICS code is 334511 and the small business size standard is 750 employees. Delivery F.O.B. Destination to various U.S. Coast Guard LORSTA?s sites indicated in Appendix A of Specification. Description of items are as follows: (2) RF Switch Cabinets provided for capability demonstration testing, (17) RF Switch Cabinets, (19) Organizational Level Spares, and (2) Deep Level Spares. To be provided in accordance with Specification dated 13 November 2001. Note: Specific delivery destinations are included in Appendix A of the Specification and will be indicated on individual delivery orders. The Radio Switch Cabinets enable switching or alternating of half-cycle generators in LORAN-C Solid State transmitter system; new cabinet must complete switching in less than five seconds; cabinets are to be compatible with existing LORAN-C transmitter system manufactured by Megapulse, Inc. under 1972 contract with USCG; switch cabinets must not exceed space requirements of AN/FPN-64(V) RF Switch Cabinet; all replacement switch modules shall be interchangeable and all existing modules, whether operational or failed, shall be replaceable without interruption of signal transmissions. Standard Commercial Warranty terms and conditions are to be provided with offer. Delivery terms: (2) RF Switch Cabinets and (2) Organizational and (2) Deep Level Spares to be delivered within 150 days following issuance of delivery order, (17) RF Switch Cabinets and Organizational Level Spares to be delivered 120 days after issuance of delivery order for the first unit and every 14 days thereafter for each subsequent unit. NOTICE TO OFFEROR ? SOLICITATION OMBUDSMAN PROGRAM: It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them where possible, without expensive and time-consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant Contracting Officer.
