Description

This is a combined synopsis/solicitation for commercial items/service prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F09609-02-Q-0001 is hereby issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-20. Dobbins Air Reserve Base, (Marietta) Georgia is soliciting for the acquisition of training (twice a year for four years) to prepare students to confidently assume the position of On-Scene Commanders for any and all responses. The training will be both classroom and hands on. A portion of the class shall focus on giving the student Certification in Hazardous Materials Awareness, accredited by the National Professional Qualification Systems (NPQS). A class on Weapons of Mass Destruction awareness shall be included. Upon completion of the training all students will be able to recognize, size-up and take necessary actions to manage any disaster situation in accordance with the National Fire Protection Association (NFPA) Incident Management Systems. CLIN 0001 Train fifty (50) students in course entitled ?On-Scene Commanders? to include two training sessions each with twenty-five (25) students in each class. Period of performance is 1 Feb 02 -- 30 Sep 02 basic year FY 02. Training is to be held at your facility. CLIN 0002 Option Year One FY 03 same description as CLIN 0001 except period of performance is 1 Oct 02 ? 30 Sep 03. CLIN 0003 Option Year Two FY 04 same description as CLIN 0001 except period of performance is 1 Oct 03 ? 30 Sep 04 and CLIN 0004 Option Year Three FY 05 same description as CLIN 0001 except period of performance is 1 Oct 04 ? 30 Sep 05. Provide pricing for 50 students for CLIN 0001, 0002, 0003 and 0004. Standard Industrial Classification (SIC) Code for this procurement is 8299; size standard $3.5. This procurement is 100% small business set-aside and will follow simplified acquisition procedures in FAR Part 13. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items, shall apply along with Defense FAR Supplement (DFARS) 252.204-7004, Required Central Contractor Registration (CCR). Evaluation of quotes will be in accordance with FAR clause 52.212-2, Evaluation -- Commercial Items, and based on price and technical evaluation of product information furnished with the quote. Quotes shall include a completed copy of FAR clause 52.212-3, Offeror Representations and Certifications -- Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items, shall apply with addenda DFARS 252.232-7009, Payment by Electronic Funds Transfer (CCR). Far clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, shall be incorporated into any contract resulting from this notice. Applicable clauses cited in 52.212-5 are 52.222-26, 52.222-35, 52.222-36, 52.225-3 and 52.222-41, as well as Department of Labor Wage Determination 94-2133 (Rev 20) dated 05/31/2001.
