Description
Space and Missile Systems Center, Detachment 12, Space Test Program (STP), Kirtland Air Force Base, Albuquerque, New Mexico, intends to procure services for a multiple space vehicle integration contractor to develop, implement and manage the integration of one prime space vehicle and five secondary space vehicles to the Evolved Expendable Launch Vehicle (EELV) Secondary Payload Adapter (ESPA) ring to form an integrated payload stack (IPS). The anticipated launch date is first quarter FY06. The potential offeror is expected to provide integration facilities and personnel for accomplishing the payload stack integration, design and build of the ESPA harness, and any necessary ground support equipment to support the integration activities. The integration contractor will be expected to support Boeing in the integration of the integrated payload stack to the Delta IV launch vehicle. The Offerors' experience in integrating multiple space vehicles, systems engineering, satellite launch site operations and familiarity with mission integration is highly valued. The Offerors' extensive knowledge of payload integration processes is key to reducing the risk of schedule impacts. The Offeror must have demonstrated ability to work with many organizations, as there are currently at least 14 different organizations, including Contractor and Government teams, involved in the program. STP is looking for the best solution to minimize the risk of this first ESPA mission. STP anticipates the incremental release of a Draft Request for Proposal (DRFP), SOW and all subsequent documents to be available on the SMC Det 12 Website, Contracting Page, http://www.smcdet12.plk.af.mil on or about December 11, 2001. Interested Offerors are asked to submit a written letter of intent no later than January 4, 2002 to Ms Aurora Vigil, 3548 Aberdeen Ave SE, Kirtland AFB NM 87117-5778. Following the release of the DRFP, STP will conduct a Briefing For Industry on or about January 14, 2002, and will be scheduling One-on-One Meetings with all interested Offerors in two-hour blocks beginning on January 15, 2002 and ending on January 16, 2002. Offerors are asked to contact Ms Vigil to schedule a time for One-on-One Meetings no later than January 7, 2002. Limitation of attendees, location and times of One-on-One Meetings will be posted on SMC Det 12 Website. Industry comments to the DRFP and SOW are encouraged and should be submitted no later than January 7, 2002. This acquisition will be procured using Full and Open Competitive Procedures. Firms responding to this notice should indicate if they are a large, small, an 8(a) firm, a historically black college or university, women-owned or a minority institution. The Government reserves the right to award without discussions. For this proposed acquisition, and using the small business size standard for North American Industry Classification System (NACIS) code 541710, the size standard of 1000 employees applies. Foreign owned firms are advised to contact the Contracting Officer, Ms Odette Denman at (505) 846-9147 prior to submitting a proposal. Potential Offerors are advised that work to be performed will require a SECRET/COMSEC facility clearance and safeguarding capability. Key personnel identified for assignment must have an active SECRET/COMSEC clearance at the time of award. An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns and issues. The Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Potential Offerors should communicate first with the Contracting Officer to request information, pose a question, and voice concerns before contacting the Ombudsman. In those instances where Offerors cannot obtain resolution from the Contracting Officer, they are invited to contact Mr. William Orzech, the Acting Ombudsman, at (310) 363-0886.
