Replace Family Housing Ellsworth AFB, SD (FY02 Basic w/ FY 03 Option), future work Mountain Home AFB, ID (FY 02 -- FY 10), Minot AFB, ND (FY 03 -- FY10), Whiteman AFB, MO (FY 03 -- FY 09), Ellsworth AFB, SD (FY 04 -- FY 09) The U. S. Army Corps of Engineers is seeking industry input for the future housing replacement program at Ellsworth AFB, SD (Rapid City, SD), Minot AFB, ND (Minot, ND), Mountain Home AFB, (Mountain Home, ID), and Whiteman AFB, Knob Noster, MO. The inform ation provided herein indicates the current program and the proposed acquisition strategy. The FY 02 Replace Family Housing project at Ellsworth AFB, SD will be a stand alone, Design-Build (D-B) Request for Proposal (RFP), Fixed Price Contract for the design and construction of 78 Junior Enlisted housing units (38 Three Bedroom and 40 Four Bedro om units). The FY 03 project requirements will exercise a bid option of the stand alone contract awarded for the 78 Junior Enlisted Housing Units at Ellsworth. The Option will consist of the requirement for an additional 22 three-bedroom units to be con structed. All housing will be duplex units that include normal amenities. The RFP for the stand alone action at Ellsworth will include a Concept Design package which will specify the requirements for the site plan, utility upgrades, street overlays, floor plans, elevations, and specific design criteria for building materials and products. The Omaha District intends to advertise, evaluate and award the stand alone action in the Spring of 2002 with the intent of maximizing the use of the 2002 construction season at Ellsworth. Ellsworth AFB will contract separately for the environmental cleanup of the existing 100 housing units, leaving the existing units prepared for demolition and start of new foundations on existing sites. The (FY 02 thru FY 10) Replace Family Housing Program at Mountain Home AFB, ID has the potential of replacing over $150 Million dollars worth of military family housing units. The (FY 03- FY 10) Replace Family Housing Program at Minot AFB, ND has the pot ential of replacing over $300 Million dollars worth of military family housing units. The (FY 03 thru FY 09) Replace Family Housing Program at Whiteman AFB, MO has the potential of replacing nearly $85 Million dollars worth of military family housing units . And the (FY 04 thru FY 09) Replace Family Housing Program at Ellsworth AFB, SD has the potential of replacing nearly $85 Million dollars worth of military family housing units. The Corps of Engineers intends to solicit and award a Multi-Year, Design-B uild, Indefinite Delivery Type (IDT) Contract to support the entire housing program for each of these installations. Omaha District will solicit and award the IDT Contracts at Minot AFB and Ellsworth AFB. Seattle District will solicit and award the IDT Contract at Mountain Home AFB and Kansas City District will solicit and award the IDT Contract at Whiteman AFB. It is anticipated that the Mountain Home AFB solicitation be advertised in the Spring of 2002, the Minot AFB and Whiteman AFB Housing solicita tions advertised in the Fall of 2002 and the Ellsworth Housing solicitation advertised in the Fall of 2003. The Government request responses to the following questions: 1. What industry impact is seen if the Corps of Engineers requires each contract delivery order issued to be completed within 1 year of receipt of the notice to proceed? This would require 100 plus units be constructed per year at Mountain Home AFB, White man AFB, and Ellsworth AFB and 200 plus units be constructed per year at Minot AFB. Will this construction period limitation increase cost to the Government? What does industry considered the optimum design and construction duration for this type of con struction in these Northern climate locations. (Please list the optimum durations by location.) 2. Please provide your firms thoughts and ideas on how you could feasibly build 200 plus housing units per year a t Minot AFB. Specifically address the issue of local labor force size and availability and the short construction season. Also address your thoughts on the use of stick built vs. modular type construction. 3. Some installations prefer to be specific concerning the housing unit floor plan, elevations, materials, etc.. Providing this information in the RFP will limit the proposal requirements of the Contractor. Is this a preferred method or would it be more beneficial to be less specific and require the Contractors to provide the concept design within their proposal submission? 4. Does industry consider it more advantageous to have the demolition of the existing units and/or the site utility work included as part of the new housing contract or would there be a greater advantage in keeping it under separate contract? 5. What would the impact be to the competition on each solicitation if the Government reserved the right to utilize, on a voluntary basis, any of the four site specific IDT contracts at any of the other installations where work was being done? Please submit your written comments or concerns on the current program information above and responses to the specific questions no later than 4 January 2002. An Industry Day is currently scheduled to discuss the future housing programs and receive industry input on the best methods of accomplishing this program. The current schedule dates, start times, and city locations for the ACC Housing Program Industry D ays are as follows: Omaha, Nebraska, Tuesday, 15 January 2002, 0900 Boise, Idaho, Thursday, 17 January 2002, 0900 Please respond no later than 4 January 2002 indicating whether your firm will be represented at one or both of these meetings.
