Description
Furnish all labor, material and equipment necessary to perform various exterior repairs to U.S. Coast Guard Ambrose Light Tower located offshore at the entrance to New York Harbor approximately 7.4 miles east of Sandy Hook, NJ. The contractor shall be required to provide his own marine transportation to gain access to the worksite. In January 2001 the tower suffered damage as a result of a ship allision. The repairs include but are not limited to the following: repairs: 1) Partially replace the main deck truss member and outer deck channel. 2) Replace all handrails on the north face of the deck. 3) Replace the diagonal member supporting the main deck truss member. 4) Contractor has option to remove damaged boat landing, repair, modify and reinstall or replace boat landing with a new modified structure, after jacket leg is repaired. 5) Repair dented jacket leg. The repair procedure is to install a sleeve around the jacket leg and attach it to the leg by underwater welding and grouting. The annular space between the jacket leg and internal pile will also be filled with grout from the mudline to above the water line. 6) Remove NOAA conduit and supports and reinstall after the boat landing is installed. Bid Bonds and Performance and Payment Bonds are required. A one-time group site visit via Coast Guard vessel is tentatively scheduled for 24 January 2002. Advance reservations for the site visit are required and further information concerning the site visit is contained in the solicitation. This Invitation for Bids is being issued pursuant to the Small Business Competitiveness Demonstration Program and is open to both large and small business participation. This project is estimated between $1 Million and $5 Million. The applicable NAICS Code is 234990. The tentative date for receipt of bids is 14 February 2002. Bid packages will be available on or about 3 January 2002 at a non-refundable charge of $43. Certified Checks or money orders should be made payable to Commercial Blue Print and Supply and mailed to the firm at: 83 Waverly Street, Jersey City, NJ 07306. Do not send fees to the Coast Guard. For minority, women owned and disadvantaged business enterprises: the Department of Transportation (OSDBU) has programs to assist minority, women owned and disadvantaged business enterprises to acquire short term working capital and bonding assistance for transportation related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding assistance program enables firms to apply for bid, performance and payment bonds up to $1 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000. All responsible sources are invited to submit a proposal, which shall be considered by the Coast Guard.
