- Description
- The National Council on Disability (NCD) is seeking an independent contractor to develop and conduct a study evaluating current practices and related legislation as it relates to children and youth with disabilities who are at risk of delinquency and those who are already identified as delinquent, including those from culturally diverse backgrounds. NCD intends to examine those federal laws and practices that protect the rights of children and youth with disabilities (i.e., the Juvenile Justice and Delinquency Prevention Act, the Individuals with Disabilities Education Act), and positively impact their lives. More specifically, NCD is interested in funding a study that looks at: (a) documented, proven practices that prevent children and youth with disabilities from delinquency, or are effective with those individuals once they are in the juvenile justice system, or are successful with them when they are in transition from juvenile detention facilities back to the community, (b) factors which impact whether proven and documented practices are, or are not, adopted by human service systems, and why, and (c)steps that need to be taken by government to remove barriers to the adoption of successful practices, and steps that need to be taken to increase the probability that successful practices will be adopted and implemented. The study plan should project a seven (7) month implementation work schedule. The approximate release date and closing date are January 15, 2002, and March 1, 2002, respectively. The estimated contract period of performance is seven months. Requests for copies of the RFP may be made by mail or picked up on or after the issue date at the above address.
