Description
The National Cancer Institute, Division of Basic Science, Laboratory of Biochemistry, proposes to enter into a sole source contract with Environmental Specialties, Inc., 4412 Tryon Rd., Raleigh, NC 27606, for an ESI Photostability Chamber (Incubator) ES2000CDML-S system, for the study of the mechanism of opsinmutant-induced retinal degeneration. The Laboratory of Biochemistry is engaged in studies of the mechanism of opsin-mutant-induced retinal degeneration using Drosphila melanogaster as a genetic model organism. Because this degenerative condition is light-dependent, the environmental conditions of rearing and experimentation must be carefully controlled. The complete incubator system from Environmental Specialties includes the following components as one system: 1) photo stability chamber with four-dual source light banks; 2) two-6 channel strip chart records; 3) four exchangeable OP-3 acrylic barriers for ultraviolet A; 4) NEMA cord set; and 5) condensate pump with mounting plate. Installation, start-up check and a one year warranty shall be provided. The following features are essential for the incubator system: 1) programmable uniform humidity, temperature, fluorescent full spectrum light and UV light; 2) multiple (>4) light-isolated chambers to allow simultaneous experimentation under different light conditions; 3) shelf area of each chamber at least 5100 cm2; 4) variance of light intensity not to exceed +10% at any time at any position over at least 70% of the shelf area; 5) variance of temperature not to exceed +2 degrees C anywhere at any time; 6) variance of relative humidity not to exceed +5% anywhere at any time; 7) maintenance of 60% humidity from 18-29 degrees C; 8) adaptors to achieve custom light intensities ranging continuously from 300-2000 lux using commercial light sources; 9) permanent-record read-out of humidity, temperature and light intensity in every compartment at all times; 10) interchangeable UV permeant and impermeant filters between light sources and samples; 11) remote alarm for environmental monitors; 12) door lock to prevent accidental light exposure; 13) corrosion resistant materials throughout, including Heresite/electrofin coated coils; 14) external dimensions not to exceed 42 x 35 x 91 in (WxDxH); 15) internal dimensions not less than 33 ft3; and 16) BTU not to exceed 9100. Delivery and Installation must be made NLT 1May 2002. Environmental Systems is the only source known to NCI researchers that can provide one complete system for producing incubators with the above features, namely the Environmental Systems ES2000CDML-S photostability chambers. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements herein. Capability statements must be received in the contracting office no later than 2:00 PM EST on December 12,2001. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.302-1.
