Description
The United States Postal Service desires to contract for an annual term contract for services to be provided under work groups defined as follows: Work Group 1 -- Construction Management Services Home Office Support; Work Group 2 -- Postal Service Office In-House Support; Work Group 3 -- CMSSC On-Site Construction Management Support. Term contract will consist of individual work orders issued under a basic agreement for one or more of the work groups defined above. The contract has a guaranteed minimum amount of $5,000. Four one-year extensions of the basic one-year term contract are possible. The location of the facilities can be anywhere within the jurisdiction of the New York Facilities Service Office which consists of the following counties/boroughs: In New Jersey: Bergen, Essex, Hudson, Hunterdon, Mercer, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Sussex, Union, Warren; In New York: Brooklyn, Queens, Manhattan, Bronx, Staten Island, Nassau, Suffolk, Columbia, Dutchess, Greene, Orange, Putnam, Rockland, Sullivan, Ulster, Westchester. Responses are desired from prime construction management firms or from construction management firms joint venturing with other firms able to provide experienced and qualified personnel and the services required. Interested organizations are expected to satisfy requirements by utilizing existing personnel within their organizations. Construction management experience, staff and performance on previous projects will be utilized in the selection and evaluation process. Firms must meet three minimum requirements to be considered further: 1. Firm's sole office or a local branch office must be located in one of the following Counties or Boroughs: In New Jersey: Bergen, Essex, Hudson, Mercer, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Union; In New York: Brooklyn, Queens, Manhattan, Bronx, Staten Island, Nassau, Suffolk, Orange, Putnam, Rockland, Westchester; 2. Firms must provide evidence of current errors and omissions insurance coverage of not less than $200,000 that will be effective for the term of this indefinite quantity contract; 3. Firm's sole office or branch office must have been in business as a Construction Management entity, under the firm's present name, for a minimum of five (5) consecutive years. Conflict of interest: The successful contractor for this purchase shall not offer, accept an offer for or provide, either directly or through a subsidiary or parent company, any other labor, materials or services, except as provided by Work Orders. Merger or affiliation to any degree by the Basic Agreement Contractor with firm under contract for the Architect-Engineer services or for construction work of a facility identified in a work order issued under this agreement may be grounds for immediate annulment of this contract. It is prohibited to pay any fee to any person or firm contingent upon or resulting from the award of a contract for this project. Participation by minority-owned and woman-owned firms is encouraged. Firms desiring to perform services described are invited to submit their technical and cost proposals by January 14, 2002. Offers will not be publicly opened. The Postal Service reserves the right to reject any or all offers. The number of proposals received, the identity of the offerors, the amount of any offer or the relative standing of offerors will not be disclosed. Submissions will not be retained or returned. Personal visits and phone calls for the purpose of discussing this project are not permitted
