- Description
- Aircraft defrosting-deicing fluid, commercial item comparable to NSN 6850-01-435-6471. Must conform to AMS 1424, TYPE 1. Delivered to Maine Air National Guard, Bangor, Maine in 5,000 gallon lots. Deliveries will be scheduled as needed; each delivery within five days of call for delivery. Material Safety Data Sheet (MSDS) and Certificate of Analysis (CofA) must accompany each delivery. Past consumption has varied between three and seven deliveries per year, depending on weather conditions. We contemplate a r equirements contract for FY 02, against which individual delivery orders will be issued. Anticipated award of the requirements contract is not later than 31 December 2001. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being i ssued as Invitation for Bid (IFB) DAHA17-02-B-0001; the solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-01. This is a 100% small business set aside; see numbered Note 1. SIC Code is 2 899; NAICS Code is 325998; small business size standard is 500 employees. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies; the provision at FAR 52.212-2, Evaluation -- Commercial Items, applies; specific evaluation criteria are (i)price, (ii) past performance and (iii) technical capability of the item offered to meet Government requirements. Technical capability and past performance, when combined, are of less weight than price in evaluation of offers. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offers. FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR clause 52.212-5, Con tract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items,applies to this acquisition; the following FAR provisions and clauses cited in 52.212-5 apply: FAR 52.203-6 with Alternate 1, 52.219-8, 52.219-14, 52.222-19, 52 .222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-4, 52.232-33. The following FAR clauses will also apply: FAR 52.216-18, Ordering, and FAR 52.216-21, Requirements. Offers are due on 19 December 2001 no later than 3:00 P.M. local time.
