Description
The Bureau of Indian Affairs (BIA), Office of Indian Education Programs, Branch of Contracts, has a requirement to provide OIEP, Center for School Improvement with an authentic assessment system that serves as a multiple measure beyond norm-referenced and criterion reference tests that can be used to inform teachers on their instructional practices on a daily basis to improve the academic achievement of all students in BIA funded schools. The firm must be able to conduct the annual moderation process to standardize the system of authentic assessment of student performance. The firm will conduct Core Development Group (CDG) meetings to train new coaches, update experienced coaches; assist member of CDG to conduct regional and on-site workshops on improving student proficiency as schools implement the Learning Record Assessment System (LRAS)f in its school system; develop activities and materials for use with BIA schools using LRAS; provide consultants to co-conduct FACE professional development; develop materials for regional professional development conducted by CDG members in literacy and mathematics; conduct inter-site moderation's; support presentations by CDG members at professional conferences; develop video taped productions for professional development training; collect, analyze report data annually to schools on effectiveness of LRAS use in improving student academic achievement in reading, writing, mathematics and on teacher use of research recommended practices. The service will be provided to the Division of School Improvement and BIA funded schools located in 23 states across the United States. The BIA intends to award a commercial firm fixed price contract using Simplified Acquisitions Procedures under the test program FAR 13.5 to the Center for Language in Learning. Note 22 applies.
