Description
This procurement consists of an indefinite delivery indefinite quantity type, single contract, for high performance modems and related interface equipment to augment the INMARSAT type approved, CN-17 Approved, Nera Saturn-Bm terminals as well as related support services. The Space and Naval Warfare Systems Center anticipates issuing a solicitation for a base year with four one-year options. The requirement is 100% Small Business Set Aside, NAICS Code 421690, 500 employees. Requirements for the procured equipment shall include the capability of supporting both 128kbps and 64kbps enhanced lease services within the satellite power, bandwidth, and spectral requirements specified in the solicitation. Additionally, the prospective equipment vendor shall be required to submit a technical report indicating that the proposed equipment has the capability of supporting a non-channelized service by modifying the proposed equipment's existing firmware and or software. The INMARSAT compliant high performance modem and related interface equipment is required to fully integrate with the Nera Saturn-Bm terminal including Nera antenna handover hardware. The proposed equipment shall neither inhibit nor degrade the existing functionality of the Saturn-Bm terminal including antenna handover operations. In support of the 128kbps and 64kbps enhanced lease service requirements, INMARSAT Approval for the high performance modem and related interface equipment shall include the following required documentation from prospective equipment vendors: 1) INMARSAT declaration of conformance that the proposed equipment does not invalidate the existing Saturn-Bm terminals INMARSAT Type Approval Status. 2) INMARSAT declaration of conformance that the propose equipment does not invalidate the existing Saturn-Bm terminal INMARSAT CN-17 Approval Status. 3) INMARSAT declaration of conformance that the proposed equipment meets the INMARSAT operational compliance requirements for non-standard lease services. This requirement also includes engineering services as well as operation and maintenance support. Engineering tasks may include proposals for product improvements. Operation tasks may include factory training and shipboard on-the-job training. Maintenance tasks may include warranty and non-warranty repair of installed systems. Prospective contractors that meet the basic requirements of the solicitation shall be required to provide product demonstrations in accordance with the technical requirements specified in the solicitation.
