Description
Amendment 2 to the solicitation consist of questions and answers received to the solicitation. They are as follows: Question 1: Page 7, paragraph 3.5: Instructors will need to sit through FP/AT classes to qualify. Will class convening dates and locations be provided to vendors to assist our pricing? Answer: Instructor certification for FP/AT requires approximately two weeks. The dates for this certification will be established after award in accordance with Navy certification personnel availability, but before class start. The one-week as an observer/helper may be during actual training. No dates can be established at this time as each site has different start dates and will depend on Navy personnel availability. Question 2: Page 7, paragraph 3.4: Do you want remediation training listed as a separate line item? Answer: No, remediation training should be included in your tuition/instruction price. Remediation training may or may not be required and the amount of time required will vary between students, instructors, course, and circumstances. Vendors must be aware that this type training may not be accomplished in a strict 8-hour day. Question 3: Page 7, paragraph 3.5: Can the Navy medical support called for in this paragraph be specifically addressed as to where it will be available and where it will be vendor provided? Answer: EMT or equivalent must be vendor provided when the effort is "turn-key" or where indicated that Navy resources are not available. Question 4: I can't find the paragraph "1" that you refer to in Amendment 1. Can you clarify where the paragraph is that you referred to in your answer? Answer: Paragraph "L" is in the combined synopsis/solicitation it reads as follows: (l) Provide your cost for FY 2002 through 2007 for each course at each location. Costs should be broken out by instruction price and other costs listed separately. Other costs should be reflective of the different requirements for each course at each location. For example, identify transportation, student course materials, ranges, consumables, support equipment, lunches and such separately from the instruction price Question 5: The TCCD for Law Enforcement Specialist does show 40 days of instruction, but that doesn't appear to include calendar days and weekends. On page 13 of the TCCD under Planned Course Length and Current Course Length, item 1 shows 51 calendar days and item 2 shows 40 instructional days. On page 11 it states the course is 7 calendar weeks plus one day and is 39 days of training. (Though this really adds up to 36 days) Where can I identify the 30 days of instruction I am bidding on? Answer: This is a correction to Amendment 1 regarding the number of hours of instruction shown in the TCCD for Law Enforcement Specialist. The TCCD includes a module that will not be required under this effort -- that is the "Master of Arms Afloat." However, certain portions of that module are required, they are: Navy Regulations/SORM and Force Protection/Anti-Terrorism training. It is estimated that these two areas will require approximately 13 hours of instruction. In addition, we have added the following training, M-16/AR-15 familiarization: 8 hours; and Chemical Aerosols Familiarization: 4 hours; for an additional total of 12 hours. The Chemical Aerosols and M-16/AR-15 familiarization are not shown in the TCCD, vendors will be required to provide this training using their own curriculum, but staying within the above hours, until the Navy can provide the curriculum. Question 6: There is a question regarding the number of courses outlined in the RFQ. As an example, you list the requirement for LE/MA course at Norfolk as 60 convenings/year. By this do you mean there will be 5 courses running simultaneously for LE/MA in the Norfolk FCA. Answer: Yes, in order to accommodate the student throughput for Norfolk, these classes may need to run simultaneously. All LE/MA and FP courses may be running simultaneously at each FCA. Student throughput, urgency of requirement, etc., will dictate this but cannot be determined at this time. Question 7: Are we required to send a SF-1449 with the proposal? Answer: An SF 1449 is not required. This effort will be awarded using a Blanket Purchase Agreement (BPA). The sample BPA is included on the NAWCTSD web page under the Simplified Acquisition Procedures (SAP) solicitation N61339-02-T-0008.
