- THE PURPOSE OF THIS SYNOPSIS IS FOR NOTIFICATION THAT A MODIFICATION P00007 WILL BE ISSUED ON CORPORATE CONTRACT F42620-00-D-0097 WITH THE FOLLOWING: For additional information contact Janice Y. Peck/LGKF/(801) 777-5768, Directorate of Contracting/Bldg 1233, OO-ALC 6072 Fir Avenue, Hill Air Force Base, UT 84056-5820. The Government intends to issue a sole source firm fixed price modification to the existing corporate contract F42620-00-D-0097, a 10 year contracting arrangement (2-year basic and four -- two-year ordering periods) with General Dynamics Information Systems, CAGE Code 27963. This AFMC corporate contract is managed by Ogden Air Logistics Center (OO-ALC), Hill Air Force Base, Utah. A Joint Management Team (JMT) has been organized specifically to ensure only sole source items will be incorporated and funded under this corporate contract arrangement. The current contract is an Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract for spares, repairs, production, modifications, engineering services and contractor support services. The JMT will be using alpha contracting techniques, and it is anticipated this process will start immediate; therefore, a solicitation will not be issued for this acquisition. We are incorporating a Production item and Spare item, (an F-16 Stores Release Tester/NSN 4920-01-486-6671WF, P/N 16U75500856G001, 56 EA and a Circuit Card Assemblies/NSN 5998-NC-E51-4205, P/N 16U4777-1, 192 EA). AUTHORITY: 10 USC 2304(c)(1), Justification: Supplies (or Services) required are available from only one source and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. It is suggested small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm listed. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during alpha contracting phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
