Description

The United States Air Forces in Europe is conducting market research to determine the feasibility of a contractor providing Personnel Systems Management (PSM) at Ramstein Air Base, Spangdahlem Air Base and Patch Barracks and education and training (on-the-job training, OJT) management at Ramstein and Spangdahlem Air bases. These locations are all situated in Germany. The current PSM operation employs approximately twenty personnel to manage, supervise, and perform PSM activities and functions. This operation includes application and hardware maintenance, and management of computer systems supporting Air Force personnel management. Design and development of personnel data systems programs, procedures, and documentation. Analysis and development of plans for collecting, processing and output of personnel data. Monitoring of personnel information systems, and overseeing military personnel data activities. The current OJT operations employs approximately seven personnel to assist in the development of effective OJT planning, scheduling, managing, evaluating, and documenting functions that support unit operations, mission priorities, and career field education and training plan requirements. These services are provided to unit training managers and supervisors upon request. It requires inputs and computer updates to the Air Force Automated Personnel Data System. The operation also requires analysis of OJT data for trends in skills training, mandatory career development course enrollments, and provide training summaries and statistical reports to the commanders and the MAJCOM education and training functional manager.
