Description

The U.S. Environmental Protection Agency (EPA), Office of Research and Development, National Risk Management Research Laboratory, Urban Watershed Research Facility (UWRF), Edison Environmental Center (EEC), 2890 Woodbridge Ave, Edison NJ, requires a contractor to provide managed operations, maintenance, and auxiliary support services necessary to preserve and sustain the continued appearance, operation, and fitness of the UWRF. The UWRF is a small part of, and wholly contained within, the EEC. The EEC is more than 200-acres enclosed by a controlled-access perimeter fence with ingress and egress for deliveries and arrivals by a single electronic access gate. The UWRF completes research supporting the Urban Watershed Management Branch in managing environmental and health risks from wet weather flows. The UWRF facility is about mostly-open 5-acres with a set of nine (9) trailers totaling 4600 sq. ft, one (1) constructed storage shed, various temporary metal outdoor storage sheds, and two (2) greenhouse spaces each 3240 sq. ft. The contractor shall provide all necessary supervision, personnel, and equipment for coordinated operations, maintenance and support of the facilities, fixtures and grounds other than scientific and analytical equipment; rodent and pest control; and emergency repair. Example services include maintenance of electrical power systems, heating ventilation and air conditioning systems, fire protection systems, laboratory safety systems, hood ventilation systems, grounds maintenance (i.e., fences, vehicle gates, pedestrian access, road surfaces, sidewalks, exterior light fixtures and building entrances), vegetation control and general appearance and snow removal. The purchase order will be awarded as a three-year contract (i.e., base year and two options). This is a small business set-aside. This procurement will be processed under FAR Part 12, Commercial Services. The SIC is 7349, the small business size standard is $8.0 maximum annual receipts. It is anticipated that request for quotations shall be issued around 12/12/01, with quotes due around l/2/02.
