Description
NOTICE OF INTENT TO AWARDS A SOLE SOURCE PROCUREMENT WITH Boeing, Rocketdyne Propulsion and Power Division. =20 The Air Force Flight Test Center, Edwards Air Force Base CA intends to award a Sole Source Indefinite Delivery/Indefinite Quantity (ID/IQ) Time and Material (T&M) Contract to Boeing, Rocketdyne Propulsion and Power Division, 6633 Conoga Ave, Conoga Park Ca. This Sole Source purchase will be to provide periodic maintenance and refurbishment of various fluid and gas components to include: four (4) each 18 in. ball valves, original mfr: Fisher Vickery; two (2) each 14 in. bust disk, original mfr: Black/Silval/Bryson; two (2) each 14 X 10 X 10 relief valves, original mfr: AGCO; two (2) each level indicators; and two (2) each 18 in. flexjoints. All parts use either LOX or RP1 fluid. This acquisition is to support test operations of two large liquid engine test facilities located at the Air Force Research Laboratory (AFRL) Edwards AFB CA. As part of the maintenance and refurbishment required of the above listed items, the following tasks must be accomplished: Task # (1) Component and Performance measurement Inspections and Disassembly: must have access to assembly drawings, service manuals, service history and manufacturer specifications to initiate service. Components are to be visually inspected for obvious external damage and then completely disassembled. Parts shall be inspected for damage or wear and then replacement parts and seals ordered. Obsolete or incorrect parts and subassemblies shall be replaced or refurbished with current assemblies now being utilized in current industry configurations. Task # (2) Component and Performance measurement Refurbishment/Assembly/Cleaning: parts to be cleaned and verified per AFRL cleaning and checkout specifications appropriate for components intended fluid service and reassembled per current instructions available. Measurement devices shall be wired to per AFRL instrumentation and control specifications. Task # (3) Component and Performance measurement Functional Checkouts: The components or measurement devices shall be function tested at their maximum working pressure and in some cases at nominal stand operating conditions. Cryogenic service components shall be cold tested. Relief valves will be tested in accordance with the current ASME VR certification. Task # (4) Component and Performance measurement Packaging and Shipping -- Components shall be packaged as appropriate to prevent contamination and damage to fragile attachments and sealing surfaces. Components shall be placed on pallets, or boxes, or special holding fixtures and shipped to AFRL. Boeing is the original designer and systems operator of the test stands. Boeing maintains the necessary engineering drawings, part lists, fabrication and operational experience to maintain the liquid engine test stands and refurbishment of parts to fit the test stands. Consequently, because Boeing has proprietary rights for engineering drawings, functionality test data files, critical tests procedures, and detailed operation of the test stands, the government does not have access to specifications or diagrams necessary to allow competition. This Sole source award will be made to ensure that all the requested items are compatible and/or interchangeable with the integration of the large liquid tests facilities. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the services requested above. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements required to this synopsis.
