- Description
- "Army Residential Communities Initiative (RCI), Community Development and Management Plan (CDMP) Request for Qualifications (RFQ) California (CA) Grouping." The Assistant Secretary of the Army for Installations and Environment has a requirement to establish a long term business relationship for the purpose of improving military family housing communities at the following installations in California: Presidio of Monterey, Fort Irwin, Moffett Federal Airfield, and Parks Reserve Forces Training Area (RFTA). In addition, the Naval Postgraduate School's La Mesa family housing units may be added prior to Step Two of the RFQ for the Presidio project. This program is part of the Congressionally authorized Military Housing Privatization Initiative (MPHI) and as such, employs commercial practices to meet the Army's long-term needs for military family housing community management, including development, construction, maintenance and operation of the family housing at each installation as listed above. The Army intends to release a two-step Request for Qualifications (RFQ) with specific submission requirements for an Offeror Selection Evaluation using Best Value Procedures. The office of the Assistant Secretary of the Army for Installations and Environment will host an RCI Industry Forum for the grouping of installations listed in this announcement on Tuesday, December 4, 2001 at the Hyatt Regency Hotel, near the San Francisco International Airport. (Refer to November 1, 2001 CBD Special Notice "Army Residential Communities Initiative (RCI) Industry Forum near San Francisco, California"). Site Visits will be conducted 5, 6, 7 December 2001. The Step One RFQ will be issued on or about Tuesday, December 11, 2001. To access the solicitation and amendments go to the Army RCI web page at http://rci.army.mil and select the "CA RFQ" button. A hotlink will be provided to US Army Corps of Engineers Baltimore District Electronic Bid Solicitation (EBS) web page where the solicitation and amendments can be viewed/downloaded and where prospective offerors will be requested to register. Registered offerors will receive electronic notification when the solicitation and amendments are posted to the web page. CD-ROM copies (one per interested entity) are available upon request to the contract specialist, Tracy Fetchik at 202-761-4728 (voice). Closing date/time is not later than Thursday, January 24, 2002, 4:30PM Eastern Time. Prior to the closing date, document rooms at each of the four installations will be available for review of pertinent information regarding the existing military family housing assets. Advance coordination must be effected by contacting the installation points of contact listed in the RFQ. The RCI Program Office will NOT release a draft RFQ as stated in the November 1, 2001 CBD Special Notice. Instead, a Program Overview, Installation Data and Updated Site Visit Information is available at http://rci.army.mil. Questions pertaining to the RFQ will NOT be responded to if received by other than electronic medium. The Army will NOT respond individually to comments or questions but will answer them in the form of an amendment at http://rci.army.mil.
