- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number is JC-RX-01-01 and is issued as a Request for Quote (RFQ). This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. The NAICS code is 611699, All Other Miscellaneous Schools and Instructions. FAR Part 13 Simplified Acquisition Procedures will be used for this unrestricted procurement and is being advertised as full and open competition. Job Corps intends to award a fixed price type of contract for one year with 5 additional one year options. Services to be performed: Seamanship training in oil spill response and other tanker related occupations. Classroom and on-the-job training is to be provided for approximately 30 Job Corps students located at the Tongue Point Job Corps Center (TPJCC), Astoria, Oregon. Training shall be delivered at the TPJCC site and shall include the following: 1. hazardous spill response (24 hours minimum per student leading to certification), 2. monthly spill response drills on board contractor's vessel (approximately 8 hours paid work experience monthly per student, wages to be paid by contractor) and 3. annual refresher training (8 hours annually per student to maintain certification). The vessel used for the training shall be adequate to provide training leading to certifications and shall have open water/ocean oil spill cleanup equipment on board. Although Job Corps will not fund or pay for this training, it is the intent of Job Corps to offer to the contractor consideration in the way of moorage space at the seamanship training pier at the Tongue Point Job Corps Center in Astoria, Oregon for the ship used for this training, access to enter the Job Corps's property for the purpose of accessing the ship, right to park vehicles on center, and access to electric shore power, phone lines, and fresh water. The contractor shall reimburse the center for all costs associated with utilities and any other expense directly related to the operation of the ship while it is moored at the center. The contractor will be liable for any damage done by the ship while moored at the center. The contractor will be responsible for its agents, employees, and invitees. The contractor must have commercial general liability insurance for $1,000,000 per occurrence, automobile liability insurance for $200,000 per person, $500,000 per occurrence for bodily injury, $20,000 per occurrence for property damage, and vessel collision liability and protection and indemnity liability insurance for $20,000,000 per occurrence. The Government may award without discussions. Award will be based on best value to the Government. Offerors are asked to provide information as follows: 1. A description of the proposed training, to include training activities, training materials, skill level of instructors, skill levels to which students will be trained, certification of students who complete the training, if applicable, and internship possibilities for students who complete the training, if applicable. 2. A brief description of the offeror's experience in providing the type of training being solicited, and a list of no more than three organizations for which the offeror has provided the type of training being sought. For each reference the offeror should provide the company name, address, contact person, telephone number, a brief description of the training provided, and its cost. 3. A statement of the market value of the training being proposed and the basis for the valuation. Offers will be evaluated on the quality of the proposed training program, offeror's past effectiveness in providing this type of training to other organizations, and the fair market value of the training program being proposed. Provisions/clauses are hereby included by reference: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-3, Offeror Representations and Certification-Commercial Items shall be completed when applicable and submitted with the proposal; FAR 212-4, Contract Terms and Conditions-Commercial Items; FAR 217-9, Option to Extend the Term of the Contract; FAR 52-228-5, Insurance-Work on a Government Installation; FAR 52.245-8, Liability for Facilities. Proposals must be received no later than December 11, 2001, 12:00 noon PST at Office of Job Corps, Region VI-Seattle, 1111 3rd Ave., Ste. 800, Seattle, WA 98101.
