Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation Subpart 12.6 for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This procurement is for the acquisition of a commercial item using simplified procedures in accordance with FAR Parts 12 & 13. Solicitation F05611-00-T- 0012 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-01. This procurement is reserved for Small Business. Women owned and disabled veteran owned small businesses are encouraged to submit quotes. This procurement requirement is in support of the Family Support Center Personal Financial Management Program (PFMP). The North American Industry Classification System Code is 541612 and the Business Size Standard is $5,000,000. The contractor must be an organization or individual whose primary occupation or experience is providing instructions and counseling individuals or groups of individuals. The contractor must provide counselor(s) with the following qualifications: At least 2 years of college study or experience in the following fields or related areas: Accounting; Business Administration; Economics; Financial Management/Planning or documented related areas. At least 1 year experience in teaching or working with adults in the areas of accounting, business, financial management, consumer affairs or related areas. Familiarity with adult lifestyles and the impact of military service upon individuals and family members. Completion of training or experience in the preparation of Federal and state income tax returns. Ability to inform and educate clients about the impact of tax laws on their financial decisions. Exhibit proficiency in expressing ideas and concepts, orally and written, to the entire spectrum of the client population. Proficiency in the operation of MS Office, Windows 3.1 (or higher) and appropriate PFMP related software. The contractor shall provide all personnel, tools, equipment, materials, supervision and other items necessary to perform duties of the PFMP. The government will furnish an adequate office of approximately 90 square feet, a computer with appropriate software and other office equipment as needed to support the PFMP. Prior to the use of Government provided computers the Contractor must undergo a background investigation, to be coordinated thru the Unit Security Manager. Additionally in accordance with AFI 33.115 Vol 2, Licensing Network User Training must be accomplished and should be coordinated thru the Unit Computer Security Manager. The contractor shall perform to the standards of this contract (i.e. minimum qualifications, administration, and hours of operation). The contractor shall operate the PFMP for 40 hours per week, Monday through Friday, during the normal hours of the Family Support Center, generally 0730 to 1630. However, the contractor may be required to perform during other than normal hours of operation. The contractor shall provide technical financial counseling services to Family Support Center customers, including, but not limited to: analysis of personal financial problem areas, budgeting, checkbook management, formulation of debt reduction plans, estate planning, tax strategies, evaluating insurance options, credit usage, consumer protection information, assistance in applying for food stamps and comparative shopping. The contractor will normally provide services on the USAF Academy and in the designated PFMP office in the Family Support Center. Price for the contract period of 12 months should be provided: CLIN 0001 _____ 12 months, Unit Price_______, Total Amount_______. FOB destination delivery. Compliance with all instructions contained in FAR provision 52.212-1, Instructions to Offerors-Commercial Items is required. You are encouraged to submit you quote on Standard Form 1449. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. As allowed in FAR 13.106-2(b)(1), the contracting officer may use one or more, but not necessarily all of the evaluation procedures provided in FAR Part 14 or 15. Accordingly, award of a contract will be based on price and past performance. The basis for evaluating past performance will be based on past or current contracts (including Federal, State, and local government and Private) for efforts similar to this requirement. Past performance information should include company name, address, telephone number and point of contact for similar work accomplished over the past five (5) years. It is the government's intent to do proposal evaluation and make award without discussions. However, as allowed in 15.306(d)(1) and (2), discussions may be conducted by the contracting officer in order to maximize the Government's ability to obtain best value, based on the requirement and evaluation factors set forth in this synopsis/solicitation. The government, therefore, may conduct discussions should the contracting officer determine it necessary. Should a revised proposal be warranted, to clarify and document understandings reached, at the conclusion of any conducted discussions, an opportunity to submit a final proposal revision as allowed in 15.307(b) will be provided. A complete copy of the FAR provisions 52.212-3, Offeror Representations and Certifications-Commercial Items shall be submitted with the proposal. FAR provision 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, to include clauses 1,2,12,13,14,15,21,24, and 27 and (c)1,2 and 4 as well as the Deviation to 52.212-5 apply to this acquisition. In addition, the following clause is included as an addenda: Department of Defense FAR Supplement 252.204-7004, Required Central Contractor Registration and 252.225-7001 Buy American Act and Balance of Payments Program. It should be noted that faxed quotations will be accepted. The faxed quotation can be sent to (719) 333-4404. Faxed/mailed quotation is to be received at the Operational Contracting Office, 8110 Industrial Drive, Suite 200, USAF Academy CO 80840-2315, no later than 3:00 pm (MDT) on Wednesday 28 Nov 01.
