Description

The U.S. Environmental Protection Agency intends to negotiate a sole source contract with Official Airline Guide, , 200 Clearwater Drive, Oak Brook, IL 60521 for annual subscription services. This service includes the following: web-based interface; available 24/7; resides on contractor's server, access to all published world-wide flight schedules and GSA contract fares; restricted to authorized EPA travelers on official business only. EPA believes that Official Airlines Guides is the only source capable of providing the required software. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance is expected to be from January 1, 2002 through December 31, 2002. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist and, therefore, no RFP is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored.
