Description

The National Institute of Standards and Technology (NIST) intends to negotiate with High-Purity Standards (HPS) of Charleston, SC on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source, for the production of quartz and cristobalite filter Standard Reference Materials (SRMs). A suite of SRMs is needed by the SRM program to supply industry with the quality control and calibration materials needed to meet NIOSH, OSHA, and MSHA regulations for quartz and cristobalite. The materials will subsequently be certified by NIST for release as SRMs in support of NIOSH, OSHA, and industry efforts for uniformity in quartz and cristobalite measurements. HPS has provided the materials and contributed to the certification analysis of several NIST filter related SRMs including an existing related quartz-on-filter SRM, SRM 2679a. HPS possesses unique experience and knowledge to produce the materials with the required stability and homogeneity that are compatible with other related SRM materials. HPS will use special proprietary procedures that allow for the production of the material with the required precision and stability. The anticipated delivery time for this requirement is 120 days after receipt of the order and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price purchase order. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by December 10, 2001. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 541710 with a size standard of 500 employees. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
