Description
The Inter-American Foundation (IAF), through Bureau of the Public Debt, intends to issue on a sole source basis, a simplified acquisition to Ramon Daubon, 4822 Chevy Chase Blvd, Chevy Chase MD, to obtain continued support on a democracy study originally awarded to Mr. Daubon. This study is to take advantage of and continue the energy and interest generated around the ?Democracy from the Grassroots? conference in July 2001 to continue to explore the ways in which IAF?s characteristic approach to funding is well suited toward building the culture of democracy that IAF is now intrinsically connected to a sustainable pattern of development. This study is to focus on ways to further enhance IAF?s effectiveness and serve as a model for other development programs. These findings will be developed in presentations to IAF staff for incorporation into the ?Grassroots Development? framework (GDF), summarized in a ?Grassroots Development? article, elaborated in a paper and presented at a follow-up conference. The objectives are to re-assess the component indicators of the GDF in terms of civic connectedness, document the connection between civic behavior at the local or project level and its generalization in a behavior that is translatable to the national level, look for instances where evidenced changes in specific aspects of the national political culture can be traced to local project interventions and compiling this learning by extracting lessons, integrating this knowledge into IAF?s programming and funding criteria and disseminating this knowledge to the development community. Activities include: 1) dedicating one week per month on site at the Foundation in Arlington VA plus four one-week trips during the course of the year to Southern South America, Andean South America, Central America/Mexico and the Caribbean 2)carrying out monthly brainstorming sessions with IAF 3)bringing selected grantees into the process 4)integrating this new knowledge into the GDF 5)compiling a report and presentation. NO SOLICITATION DOCUMENT IS AVAILABLE. Public Debt will consider all affirmative responses received no later than December 12, 2001. Affirmative responses shall reference RFQ02-027 and shall be accompanied by sufficient documentation to clearly show the ability to provide the required services or functional equivalent at terms more advantageous to the Government. Requests for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a sole-source award will be made to Ramon Daubon.=20
