Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Applied Studies (OAS), is soliciting proposals on a full and open competitive basis from qualified organizations to award a five and one-half (5-1/2) year contract (with two 12-month options) to collect, manage and analyze the data comprising the Drug and Alcohol Services Information System (DASIS). DASIS is the major national source of substance abuse service and program data, and consists of three inter-related core components that can be linked for analysis of treatment system and client data, including: (1) the Inventory of Substance Abuse Treatment Services (I-SATS); (2) the National Survey of Substance Abuse Treatment Services (N-SSATS); and (3) the Treatment Episode Data Set (TEDS). Each of the DASIS systems of data is maintained by SAMHSA, OAS. This procurement continues the work performed under the existing DASIS contract, and also includes an additional component -- the N-SSATS Survey of Correctional Facilities (N-SSATS CF). The successful contractor will be required to perform tasks including, but not limited to, the following: conducting an annual national mail/telephone census-survey of approximately 18,000 substance abuse treatment providers, as well as a survey of approximately 9,000 adult/juvenile correctional facilities; designing and testing self-administered and computer assisted telephone interview (CATI) questionnaires; editing, processing and analyzing census survey data and producing analytical reports; managing and updating a computerized data base (inventory) of substance abuse treatment providers; extracting a minimum data set on admissions from State-provided electronic files; providing technical assistance to States on treatment services data-related activities; and designing and conducting various ad hoc analytical studies. The estimated date for issuance of this RFP is December 13, 2001, with responses due February 26, 2002. Numbered Note 26 applies to this notice. This solicitation may be obtained two ways: electronically or by mail. Electronically: The file may be downloaded from the SAMHSA Web Site at http://www.samhsa.gov/contracts/contracts.html. Files will not be made available on the Web Site until on or after the estimated issuance date. Once downloaded, you should determine if you have a continuing interest in the RFP. We do not assume responsibility for assuring that you have downloaded the amendments. Therefore, you may wish to send the Contract Specialist listed below a written request that copies of the RFP amendments (if any) be mailed to you. By mail: Requests for copies of the RFP must be made in writing (facsimile 301/443-0019), and will be honored if received within twenty-five (25) calendar days after issuance of the solicitation. Requests received after this period will be filled on a first-come, first-served basis until the supply is exhausted. There is no assurance that copies requested after the twenty-fifth (25th) day will reach the requestor in sufficient time to permit an adequately prepared response or reach the requestor before the due date for receipt of responses.
