Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00164-02-Q-0041 is hereby issued as a request for quotation (RFQ). The proposed contract is set-aside for small business concerns. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 and DCN 20001213. The North American Industry Classification System (NAICS) code is 334413. The above synopsis is for a market survey for potential Acoustic Targeting System, In accordance with the Brand Name or Equal Specifications of an Oehler Research System 83 Ballistics Instrumentation. Salient Characteristics: (1) Acoustic sensors which record the bullets passage and transmit date to the system display. Target size adjustable, depending on projectile caliber. (2) Acoustic sensors capable of being placed at a range of 1000 meters via hard wire lines. (3) Computes and displays projectile exact hit location on the target. (4) Computes and displays projectile grouping at target. (5) Computes and displays standard deviation of projectile hits on target (6) Computes and displays projectile time of flight. (7) Computes and displays projectile velocity at target (8) Computes and displays Ballistic Coefficient. (9) Accepts inputs from external charge amplifier and transducer or strain gage glued over chamber area of barrel. Digitizes signal and displays a pressure curve immediately after a shot is fired. Curves can be stored for subsequent printout (10) System accommodates input signals from either two or three velocity screens located near the gun muzzle. (11) Measures rate-of-fire and velocity of individual rounds in burst mode. Captures the data from each round of a 30-round burst, at up to 2,000 shots-per-minute. (In rate of fire mode no other data is captured). (12) Computer software to run system. Software Windows 95, Windows 98, Windows ME, or Windows NT compatible. (13) Data capable of being exported to standard xBase database files. (14) Four (4) backup/spare acoustic sensors required. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government.
