Description
This acquisition is a one step turnkey design/build for alteration of the Lift Bridge across the Reserve Basin, Philadelphia Naval Business Center, Philadelphia, PA. Work includes but is not limited to: structural rehabilitation of the lift span and deck to include cleaning and painting the structural steel; removal and disposal of both existing towers and the tower spans, except for certain machinery items that are to be installed in the new towers; construction of two new taller towers with new counterw eights and rope systems and two new tower spans; re-construction of the four substructure elements (bridge tower piers, bridge abutments, and approach spans) to include additional 6 foot diameter drilled shafts at the two bridge tower piers and 3 foot diam eter drilled shafts at the two bridge abutments; replacement of fender system; new electrical control system; new operator s house; new railroad track and signal system; new approach spans (in lieu of replacing the relieving platforms) and approach roadwa ys. Completion time is 600 calendar days. Potential hazards that may be encountered during the project include asbestos, lead based paint, contaminated soils (pyrene and asbestos) and contaminated groundwater (PCB 1260). Major evaluation criteria in des cending weighted order will include: Price and Management. Detailed evaluation criteria will be included in the RFP package. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications an d offers the greatest value to the Government. The NAICS Code for this project is 234120 (SIC 1622) and the small business size standard is $27.5 million. Issue date for the request for proposals is on or about January 3, 2002 with proposals due by close of business on or about February 2, 2002. Estimated cost range of the project is $10,000,000 to $25,000,000. All contractors must be registered in the Central Contractor Registration database prior to award. Instructions will be included in the RFP package. Liquidated Damages will be specifi ed. Davis Bacon rates will be applicable to the construction portion and bonding is a requirement.
