- On December 7, 2001, the VA Medical Center (VAMC), Richmond, Virginia, will issue a Request for Proposals for a Competitive 8(a) Job Order contract. Proposals will not be opened publicly. PROPOSALS WILL BE RESTRICTED TO CERTIFIED 8(a) FIRMS serviced by the Richmond, Virginia, District Office. The NAICS Code is 233310 and the Small Business size standard is $27.5 Million. A Pre-Proposal Conference will be held at the VA Medical Center, Building 507-C2, 1201 Broad Rock Blvd., Richmond, Virginia, 23249, on or around December 14, 2001. This solicitation will facilitate award of a General Construction Job Order contract with three or four awardees. Task Orders shall be competitively bid between the three or four awardees for multiple projects within the VAMC. Geographic limits for work under this solicitation includes the VAMC Richmond, Virginia and VAMC Hampton, Virginia. Proposals will be evaluated based on factors and interviews. The VAMC will evaluate all proposals with the top eight (8) being called in for interviews, a copy of interview questions will be provided 10 calendar days prior to interview. Those interviewed shall be ranked based on their interviews and award shall be made to the top three (3) or four (4). Interviews shall be scheduled in January, 2002. Any contractor not available for interview during this period shall be eliminated from consideration and the next ranked proposal shall be considered. The evaluation factors are as follows: (a) Past Performance (b) Management and Organization (c) Financial Resources (d) Technical Ability . The maximum amount of work that can be awarded shall not exceed $4 Million per year with a minimum of $500,000 cumulative for the contract term The contract shall have a base year period with TWO (one-year) option periods. Contractors shall be required to furnish all parts, labor, materials, and equipment to construct a wide variety of construction features to include but not be limited to; heavy construction, building construction, mechanical work, and electrical work. The scope of work and authority to perform the work will be accomplished using Task Orders that shall be competed between all three awardees under this contract and shall be awarded to the lowest bidder. Solicitation for Task Orders shall include all necessary specifications, bond requirements and provisions for liquidated damages, etc., as appropriate to each specific project. The awardee/contractor will be required to commence work within ten (10) days after Notice to Proceed for each Task Order. Awardees under this Job Order contract shall be required to competitively bid on all solicitations for task orders during the term of this contract. If an awardee fails to bid or the contracting officer determines that the contractor is not bidding competitively the awardee may be terminated and award made to the next highest ranked concern who shall be added to the contract. The VAMC reserves the right to add additional awardees to this contract at any time to insure that we have three or four prospective bidders at all times. Any new awardees shall be taken from those already interview and ranked. Proposals are due on December 28, 2001, by 4:00pm at VA Medical Center, Contracting Officer (04E), Building 507 Rm. C2, 1201 Broad Rock Blvd., Richmond, VA 23249.
