Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested via this synopsis. A written solicitation will not be issued. Solicitation Number DACW42-02-R-0002 is being issued as a request for proposal (RFP) with intent to award as an indefinite delivery/quantity contract for a base year and fo ur option years. This RFP package is available in electronic PDF file on Vicksburg Consolidated Contracting Office's website at URL http://www.mvk.usace.army.mil/contract/ select Advertised Solicitations. The solicitation document and incorporated provis ions and clauses are those in effect through Circular 2001-01. This is a competitive acquisition restricted to SBA certified HUBZone small business concerns. For this acquisition, a concern will be considered small under NAICS Code 541513 (SIC 7376) with revenue not exceeding $18.0. The US Army, ERDC, Vicksburg, MS, Coastal and Hydraulics Laboratory, has a requirement for a contractor to develop and exercise procedures for managing and executing the workload of data systems support Pricing must be submit ted on an hourly rate basis for various classifications of personnel to support this effort as described in the Scope of Work and Labor Classification Rate Schedules in DACW42-02-R-0002 at stated website URL. FAR Provision 52.212-1, Instructions to Offero rs -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items, will apply to this solicitation with the following specific evaluation criteria: Technical capability, past performance and price. When combined, t echnical capability and past performance are significantly more important than price. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 5 2.212-4, Contract Terms and Conditions, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. CBD numbered note 27.
