Description
The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) located in Oakland, CA intends to issue a Request For Proposals (RFP) on or about December 18, 2001, to solicit interested commercial financial institutions to provide banking services based on the Payments Cleared Financing Arrangement for the Lawrence Livermore National Laboratory (LLNL). LLNL is managed and operated for DOE by the University of California. The checks paid financing arrangement is a financing method utilized by the Federal government for financing grants, contracts and other programs and utilizes a payment system called the Automated Standard Application for Payments (ASAP) 1031 Account. Under the checks paid financing arrangement, LLNL issues checks for program costs. The commercial bank will honor the checks presented for collection, total the checks and make a draw down for the total net of the account balance from the San Francisco Federal Reserve Bank (FRB), or branch thereof. The bank will be compensated for the cost of servicing the account using the Direct Payment method. The bank shall have Electronic Data Interchange (EDI) capability. After the RFP is issued, DOE NNSA will allow ONLY forty-four (44) days for receipt of proposals. It is anticipated that the RFP will be available on the Internet on/or about December 18, 2001 on the Industry Interactive Procurement System (IIPS), which can be accessed on the IIPS homepage at http://e-center.doe.gov. Completed applications are required to be submitted as an Adobe PDF file via IIPS in accordance with the IIPS User Guide. The Guide can be obtained by going to the IIPS Homepage at: http://e-center.doe.gov and then clicking on the "Help" button. Individuals who have the authority to enter their institution into a legally binding contract/agreement and intend to submit proposals/applications via the IIPS system must register and receive confirmation that they are registered prior to being able to submit a proposal on the IIPS system. Once an applicant is registered with IIPS, a signature on the IIPS is the typed name of the applicant in Block 18 of the SF 424. Questions regarding the operation of IIPS may be submitted via e-mail to the IIPS Help Desk at IIPS_HelpDesk@e-center.doe.gov or via phone at (800) 683-0751. The only acceptable mode of proposal transmission is through IIPS. Proposals submitted through the U.S. Postal Service, facsimile, telegraphically, courier companies, or hand-delivered hard copies will be considered non-responsive.
