- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number EOPOA-02-09 is issued as a Request for Quotations (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. The North American Industry Classification System (NAICS) code is 514110. The SIC Code is 7383, with a small business size standard of $5 million. This will be a firm-fixed-price contract for the Executive Office of the President, for one year with two (2) one-year option periods. STATEMENT OF WORK: The offeror shall provide the White House with a 15 to 20 page executive news summary and a 75-page plus package of news clips seven days a week beginning January 01, 2002 and continuing for one year. Newspapers included in the summary are The Washington Post, Wall Street Journal, New York Times, Washington Times, USA Today, Los Angeles Times, Detroit News, New York Post, Baltimore Sun, Miami Herald, Chicago Tribune, Seattle Post-Intellengcer, Atlanta Constitution-Journal, and the Boston Globe. Unique or breaking stories from other regional and overseas papers, Congressional Quarterly, and the major newsweeklies will be included. Coverage shall include the following wire services: AP, Reuters, Bloomberg, Dow Jones, and UPI. Television coverage shall include ABC News, CBS News, NBC News, CNN, Fox and MSNBC. The clips package will include relevant stories each day from the following newspapers: The Washington Post, Wall Street Journal, New York Times, Washington Times, USA Today, and the Los Angeles. When a story is excerpted from one of the other papers, the full original story will also be included in the news clip package. DELIVERY: Delivery shall be by 6:20 a.m., seven days a week. The executive news summary and the clips package shall be delivered by e-mail to the Press Office. Also, both the news summary and the clips package shall be accessible to the EOP via the Internet. SPECIAL REQUIREMENTS: Advertising of Award -- The contractor shall not refer to this award in commercial advertising, or similar promotions in such as manner as to state or to imply that the product or service provided is endorsed, preferred, or is considered superior to other products or services by the Executive Office of the President, the Office of Administration, or the White House. This includes advertising or similar promotions, in all forms or electronic, broadcast, and print media. In addition, the contractor is restricted from reproducing the image(s) of the EOP in any form of commercial advertising or similar promotion. This includes images of official seals and buildings. The reproduction of official seals and the images of buildings are a matter controlled by regulation and Executive Order. Further, offeror shall not in any way reference the fact that the EOP subscribes to the service/product in any of its marketing efforts. The longstanding policy of the White House is to refuse permission to use the names, likenesses, words, or activities of the President, his family, or the White House itself, in advertising or commercial promotions that in any way suggests a presidential endorsement or approval of a product or service. EVALUATION FACTORS: The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following three major factors are equal in value and will be used to evaluate offers: (i) Technical capability -- 1) Offeror shall submit one sample of the executive news summary and the clips package; 2) Timely delivery -- Offeror must demonstrate ability to deliver product in a timely fashion (delivery shall be by 6:20 a.m., seven days a week). As part of the offeror's proposal, the offeror shall provide their service for a trial period of one week (7 days). Offeror shall provide an ID and password so the government can check the website. The government will evaluate offeror's service during this trial period. (ii) Past performance (submit three to five past performance references) -- Past performance will be evaluated based on demonstrated, recent and relevant past performance of work of a similar nature and magnitude. Relevant is defined as work similar in complexity and magnitude of the work described above. Recent is defined as within the last three years. Descriptions are limited to two pages for each reference. Include points of contact, their title, organization, and phone numbers for each past performance description. References shall include quality of service, timeliness of performance, ability to adhere to deadlines and overall customer satisfaction. (iii) Price -- Price will be evaluated based on monthly service fee and any discounts. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items.
