- THIS IS A MARKET SURVEY ONLY. THIS IS NOT A SOLICITATION FOR PROPOSAL OR AN INVITATION FOR BIDS. The US Army TACOM is currently planning the acquistion of the Container Roll-In/Out Platform ). The CROP is a cargo carrying platform suitable for use with the PLS and HEMTT Load Handling System (LHS) and compatible for transport on the PLS and HEMTT LHS Trucks and PLS Trailer, and inside any International Organization for Standardization (ISO) 1CC (8 ft wide by 8 ft 6 inches high by 20 ft long ISO container) steel, dry cargo container. We also plan to include requirements for a CROP Aircraft Interface Kit (CAIK) and a Roller Platform for Air Deployment (RPAD) kit in this procurement. The CAIK is designed to fit under the container roll-in/roll-out platform (CROP) and allow the flatrack to interface more easily with the aerial delivery rails of U.S. Air Force (USAF) C-130 and C-17 aircraft. The Roller Platform for Air Deployment (RPAD) fits on top of the CROP and allows 463L pallets to be rolled from the CROP onto the Airforce K-loader. The CAIK adapter and the RPAD will aid the loading team by reducing the amount of time required to load the CROP. These systems will also increase the efficiency of transloading critical class supplies from planes to trucks to users. Both the CAIK and the RPAD will be procured as a kit to be compatible with the CROP. We expect to release the solicitation for this procurement in the second quarter of fiscal year 2002 (January through March 2002), and this market survey is the first step toward the targeted solicitation release. We envision using a requirements contract lasting five years (a base year, plus four option years), with an estimated quantity of 1,300 over the 5 years. To assess the suitability of the user requirements, we invite you to participate in this market survey by examining the draft Purchase Description and completing the market survey questionnaire. Please note that the Purchase Description does not address the requirements for the CAIK and RPAD kits. The CAIK and RPAD requirements are described in Attachments A and B, respectively. The information gathered in this survey may contribute to the decision as to how we approach this acquisition.
