Description

This modification provides clarifications, specific changes and extends the date set for submission of proposals from November 30, 2001 to December 18, 2001. All requirements not specifically changed by this mod., remain as listed in the original CBD Notice issued October 22, 2001 and Modification number 1 to the CBD Notice November 08, 2001. PREQUALIFICATION PROPOSAL PACKAGE SUBMISSION FORMAT: CHANGE TO ALLOWABLE SIZE OF FOLDOUTS. No more than 50 of the total 200 pages may be foldouts, maximum size 11.5 INCH BY 17 INCH. TRANSMISSION OF PROPOSALS: Offerors are advised to hand deliver or submit proposals by courier (FEDEX, UPS, DHL, ETC.) to the following address (DO NOT USE the U.S. POSTAL SERVICE or the USPS ADDRESS) U.S. Department of State: Attn: David Vivian; A/LM/AQM/FDCD/CON, Room L-600, SA-6; 1701 North Fort Meyer Drive, (17th St. Entrance); Arlington, VA 22209. Include the solicitation number, SALMEC-02-R0007 on the face of the package. SMALL BUSINESS SUBCONTRACTING PLAN for large businesses. The contracts resulting from this acquisition shall contain the follow clause and the goals as stated. 652.219-70 DEPARTMENT OF STATE SUBCONTRACTING GOALS. Department of State Subcontracting Goals (Mar 2000). (a) The offeror shall provide a Small, Small Disadvantaged, Small Woman-Owned, HUBZone Enterprise and Service Disabled Veteran Subcontracting Plan that details its approach to selecting and using Small, Small Disadvantaged, Small Woman-Owned, HUBZone, and Service Disabled Veteran Owned Business Enterprises. (b) For fiscal years 2002 and 2003, the Department?s subcontracting goals are as follows: (1) Goal for subcontracting to SB: 40 Percent, (2) Goal for subcontracting to SDB: 5 Percent, (3) Goal for subcontracting to SWB: 5 Percent, (4) Goal for subcontracting to HUBZone Firms: 2.5 Percent, (5) Omnibus goals (if applicable): N/A, (6) Service Disabled Veterans: 3 Percent. SUBMISSION DATE -- EXTENDED -- The date set for submission of proposals is changed to DECEMBER 18, 2001, 4:00 PM EST.
