Description

The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with Chemical Abstracts Service, 2540 Olentangy River Road, Columbus, OH 43210 for the acquisition of access to SciFinder data base. SciFinder offers access to unique and comprehensive combination of patents and journals that allow scientists to extract key scientific information. The EPA has identified Chemical Abstracts Service the only vendor capable of satisfy this requirement. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements". Interested parties who believe they can provide the required service should submit a written proposal within 15 days from the date of this announcement. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored.
