Description

The Contracting Officer has determined that Ann L. Bateson, Commissioner for Law Revision, Republic of Uganda, is the only practicable potential offeror capable of providing the following highly specialized services: compiling and publishing a current version of the Laws of Uganda, including statutory instruments and legal notices. This determination is made under AIDAR 706.302-70(b)(5) for an award for the continued provision of highly specialized services when an award to another resource would result in substantial additional costs to the government or would result in unacceptable delays. The offeror is the only known source who has been appointed a Commissioner of Law Revision by the Government of Uganda and has experience providing similar services and law codification documents to the Government of Uganda. This notice is not a request for competitive proposals. A competitive solicitation will not be issued. This notice is published as required in FAR 5.201 and AIDAR 706.302-70(c)(1). The preferred method of distribution of USAID Acquisition and Assistance (A&A) information is via the Internet.
