Description

The Ballistic Missile Defense Organization (BMDO) intends to modify, on a sole source basis, Contract HQ0006-01-C-0001 with The Boeing Company, to develop a second source for the booster vehicle in support of the National Missile Defense (NMD) Ground-Based Midcourse Defense segment. This action will provide for the development, ground testing, flight testing, and integration of an additional booster vehicle for the Ground Based Interceptor (GBI) element of the NMD Program. Boeing has accumulated extensive ground and flight test experience with test versions of the GBI and their interaction and interdependency with the existing Boeing supplied booster vehicle. Boeing?s comprehensive experience in simulating booster performance and planning and conducting pathfinder and flight tests of the existing booster configuration, including mating with the kill vehicle payload and booster fly-out characteristics, is critical to this requirement. The effort necessary to satisfy this requirement is highly specialized and tightly interwoven with the on-going development efforts being provided by Boeing. No other source can meet this requirement without the intimate knowledge of, and the ability to provide the currently planned GBI element and NMD system under this contract. See numbered Note 22.
