Description

This project includes providing all labor, materials, and equipment to construct a ballast can facility, sectored backlighting, vehicle barriers and fence protection, ballistic protection and relocation of electrical components, ditch crossings, HVAC modifications, road modifications, REB Magazine exterior painting, and incidental related work. During performance of this work, asbestos, hazardous waste, or pollution abatement may be required. The North American Industry Classification System (NAICS) is 23320. The related small business size standard is $27.5 million. The estimated cost of this project is between $1,000,000 and $5,000,000. This Request for Proposal (RFP) is a competitive negotiation. The award will be based on the following criteria: (1) Past Performance and Experience; (2) Key Project Personnel; (3) Schedule; (4) Subcontracting Experience, Achievements, and Goals; and (5) Price. Performance time is 330 calendar days. This procurement is open to all business concerns. Plans and specifications will be issued on CD-ROM and will not available on paper (hard copy) format. A copy of the plan holders list may be obtained by written request to EFANW address (shown below) or FAX (360) 396-0998. Amendments will be available by electronic mail (e-mail) only. E-mail addresses will be included as part of the plan holders list. This will be the only method of distributing amendments and notices. Plans and specifications will be available on or about 10 December 2001. There will be a NON-REFUNDABLE charge of $32.00 for each CD. CDs may be obtained by mailing or FAXing a request to EFA NW, ATTN: Plan Issue, 19917 -- 7th Avenue, NE Poulsbo, WA 98370-7570. Telephone requests will NOT be honored. Registering offerors and plan rooms must provide: (1) complete solicitation number and project title, N44255-01-R-1019, FY02 MCON P-955 Utilities and Site Improvements at Strategic Weapons Facility Pacific (SWFPAC), Bangor, WA; (2) Name, address, phone number, and email address of the requesting firm; (3) Identify whether the firm is a prime, subcontractor or supplier; (4) Indicate whether the firm is a Small Business, Small Disadvantaged Business, or Large Business; (5) number of CD sets requested; and (6) payment method (if using VISA or Mastercard include account number and expiration date (no cash will be accepted). PLANS AND SPECIFICATIONS WILL NOT BE ISSUED UNTIL PROPER PAYMENT HAS BEEN RECEIVED. CDs will be issued via First Class mail. NO PICKUPS are authorized. After the issue date, requests will be filled only on Friday of each week. Requests must be received by 3:00 PM Tuesday to be issued on the following Friday. Location and points of contact for site visits are identified in the solicitation. If a large business concern, a subcontracting plan shall be submitted in accordance with FAR 52.219-9 SMALL BUSINESS SUBCONTRACTING PLAN (OCT 2000) ALTERNATE II (OCT 2000). All qualified responsible sources may submit an offer that shall be considered by the agency.
