This solicitation will be issued in paper format only. Description of Work: Design, permitting, site preparation and construction of a Large Item Aircraft Support Equipment Paint Facility. The project will construct approximately an 800 SM Lar ge Item Aircraft Support Equipment Paint Facility and supporting utilities. The new construction will consist of concrete foundation, floor slab, metal walls and roof system. Project also includes pavements/site improvements and fire protection system. P roject area is off Warhawk Street and adjacent to Building 42. Procurement will be through a single phase Design Build Request for Proposal. Factor 1 Past Performance, Technical Approach Narrative and Specialized Experience and Factor 2 Design Narrative and Technical Solutions/Management Plan are considered equal in value. Factor 1, Sub factor 1 Past Performance and Factor 1, Sub factor 2 Technical Approach and Factor 1, Sub factor 3 Specialized Experience are considered comparatively equal in value. Fa ctor 2, Sub factor 1 Design Narrative/Technical Solutions to meet RFP Requirements **Large Item Aircraft Support Equipment Paint Facility Construction and Site Development ** is significantly more important than Factor 2, Sub factor 2 Management Plan. Fac tor 2, Sub factor 1, Subpart 1 Mechanical/Plumbing Design/Outside Utilities/Energy Efficiency is the highest weighted subpart and is more important than Subpart 2 Site Development and Subpart 3 Electrical Design and significantly more important than Subpar t 4 Sustainability Design and Subpart 5 Architectural Design. Subpart 2 Site Development and Subpart 3 Electrical Design are equal in value and are significantly more important than Subpart 4 Sustainability and Subpart 5 Architectural Design. Subpart 4 S ustainability is significantly more important than Subpart 5 Architectural Design. Factor 2, Sub factor 1, Subpart 6 Structural, Subpart 7 Fire Protection and Subpart 8 Energy Analysis will be evaluated on a pass or fail basis only. Failure to meet minim um requirements for Subpart 6 Structural, Subpart 7 Fire Protection or Subpart 8 Energy Analysis may be cause for rejecting an offer. Factor 2, Sub factor 2, Subpart 1 Schedule is equal to Subpart 2 Organizational Chart or Structure and Key Personal Resum es however significantly more important than Subpart 3 Subcontracting Plan. Factor 2, Sub factor 2, Subpart 4 Safety Plan and Subpart 5 Quality Control Plan will be evaluated on a pass or fail basis. Failure to meet minimum requirements for Subpart 4 Saf ety Plan or Subpart 5 Quality Control Plan may be cause for rejecting an offer. Option or Options for air conditioning may be included in the solicitation. The estimated cost of the project is between 1,000,000.00 to $5,000,000.00. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. The notice of this solicitation will be available on or about December 11, 2001, on the internet address http://ebs.sas.usace.army.mil/. Notification of amendments will be through use of the Interne t. Contractor will not be able to download information from this web address.
