Description

NASA/SSC plans to issue a Request for Offers (RFO) for the Construction of the Rocket Based Combined Cycle (RBCC) Test Facility. The work for this requirement consists of, but is not limited to the following: Provide all labor, equipment, and materials to perform the excavation, fill, compaction of materials, install the underground utilities, build the roadways and parking areas, cast the reinforced concrete and pavement, fabricate and install the thrust stand structure, construct the Signal Conditioning Building and Test Building and perform any other work at the E4 Test Stand. Also included is the construction of a Concrete Containment Tank and Various Foundations at E2 and E3 Test Stands. The project includes construction of a 100,000-gallon concrete containment with security fence and additional foundations. The order of magnitude for the procurement is $5,000,000 to $10,000,000, and the effort shall be completed within 365 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. As a result, all qualified responsible sources may submit a bid, which shall be considered by the agency. The NAICS Code and small business size standard for this procurement are 234990 and $27.5 million, respectively. The anticipated release date of the RFO is on or about December 10, 2001, with an anticipated offer closing date of on or about January 9, 2002. The firm date for receipt of bids or offers will be stated in the RFO. An ombudsman has been appointed -- See NASA Specific Note "B". Specifications and Drawings will only be made available on CDROM. Requests for copies shall be made by email to the Bid Distribution Office: jason.edge@ssc.nasa.gov or you may fax your request to (228) 688-1141. The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
