Description
This is a notice of intent to award a sole source contract under the authority of Federal Acquisition Regulation (FAR) 6.302-1 to Dr. Oleg V. Toropov of Gaithersburg, MD for modifications to Automatic Mass Spectral Deconvolution and Identification Software (ADMIS) and the associated DLL of the U. S. Department of Commerce, National Institute of Standards and Technology's (NIST) Chemical Sciences and Technology Laboratory's (CSTL) Physical and Chemical Properties Division (PCPD). The contract will consist of a base period of one year and two one-year options to extend the term of the contract. This is a follow-on effort for a contract previously awarded to Dr. Toropov. This effort was competed in the past, but offers from other sources were 300% to 400% the cost that was proposed by Dr. Toropov. Also, at this point, there is so much code written that bringing in a new contractor would make it essentially impossible to deal with the time lines for delivery both for internal NIST use and for DOD externally funded work. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received on or before January 5, 2001 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
