- Description
- To provide all personnel, equipment, tools, materials, and supervision to perform the Organizational Level Maintenance (O/M) of installed Electrospace Systems Incorporated (ESI) (currently Raytheon Company) Secure Digital Switches (SDS). The switches are defined as the SDS-1 family of secure digital switches consisting of the SDS-1, Enhanced Red Switching Unit (RSU-1), and the Digital Small Switch (DSS)-1, hereafter referred to as Command and Control Switching System (CCSS). The CCSS is a state-of-the-art, multilevel security, digital telecommunication switching system developed for military command and control facilities. All personnel shall possess a current/active Top Secret security clearance level. A facility clearance is required. The contractor shall establish a program to assure that necessary precautions are taken to preserve the TEMPEST integrity of the equipment. All computers connected to a dedicated or ?System High Mode? System are considered to be classified at the highest level of classification in any one of the systems. It is the contractor?s responsibility to ensure TEMPEST training is provided to contractor site employees prior to arriving on-site. The contractor shall ensure personnel are available 24 hrs a day, 7 days a week. By authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a), competition for this solicitation is limited to IT&T Industries and Raytheon Company. The contract period will be a base period of one year and four one-year option periods. The contract will be a firm fixed price contract. See Note 22. This solicitation, when issued, will be a cost comparison IAW OMB A-76 and will not result in a contract if government performance is deemed to be more advantageous. Solicitation and performance work statement will be issued about 15 Jan 02, utilizing the Government Electronic Posting System (EPS) at http://www.eps.gov. No paper copies of this solicitation will be available. All potential bidders are reminded, in accordance with DFARS 252.204-7004, Required Central Contractor Registration, lack of registration in the CCR will make a bidder ineligible for award.
