Description

The VISN 22 Network Business Center hereby gives notice of its intent to issue a commercial sole source contract under Simplified Acquisition Procedures (SAP) to Asbuilt Information Systems to provide CAD drawings for the following VA Greater Los Angeles Healthcare System (GLAHS) medical facilities: 1) VA West Los Angeles Healthcare Center 2) VA Sepulveda Ambulatory Care Center 3) VA Los Angeles Ambulatory Care Center. The NAICS code is 541512 and the Small Business Size Standard is 18 million dollars for this procurement. Asbuilt Information Systems has previously created and has in its database CAD drawings for medical facilities within the GHLAS. The contractor shall create CAD drawings for buildings and provide an accurate floor plan, with attributes, of all floors of all buildings with unique building numbers and applicable square footage in AutoCAD 2000i. The drawings will also have a CAD layer documenting the Capital Asset Realignment for Enhanced Services (CARES) information compiled by the VA, showing space allocations and functions, per floor of each building. CARES information required includes, but is not limited to, use of space by department, numbers and types of bed per area when applicable, (i.e. 2 East, 25 surgical, 5 med, etc), and leased space identified by lessee and vacant space. The VA will provide: 1) Existing floor plans for all buildings, if said drawings exist. 2) Room types and categories. 3) Any applicable prior surveys, documentation, blueprints, etc. available. 4) DCM codes for departments. 5) Organizational information as needed. Additionally, the contractor shall: 1) Survey existing structure of all buildings listed in the scope of work. Survey to include all walls, doors, windows as well as all Fire (compliance with NFPA 101), LSA (Life Safety Assessment) information per JCAHO (Joint Commission Accreditation of Hospital Organization), BBI occupancy (Basic Building Information); including smoke barriers, partition walls, fire rated walls and doors, rated corridors, fire separations, elevator and mechanical enclosures, exit stairs, exterior doors and horizontal exits. 2) Collect measurements and data to support the tasks of creating AutoCAD drawings. The contractor shall submit accurate and complete CAD drawings for all listed building structures outlined in the solicitation to the VA by January 4, 2002. The solicitation document will be issued on or about Tuesday, November 20, 2001. Quotations must be received by November 27, 2001, 4:00 PM Pacific Daylight Time to be considered. Interested firms will be considered only if they respond with clear and convincing documentation that they are capable of meeting or exceeding the requirement detailed in the solicitation at a cost sufficiently more advantageous than the contractor named. If no response is received by the closing date, an award will be made to Asbuilt Information Systems.
