Description
B -- This requirement is being issued by GovWorks under the franchise authority of the Department of Interior on behalf of the U.S. Fish and Wildlife Service. The U.S. Fish and Wildlife Service is preparing Comprehensive Conservation Plans and associated National Environmental Policy Act (NEPA) documents for refuges and wetland management districts located in Illinois, Indiana, Iowa, Minnesota, and Wisconsin. Offerors shall furnish personnel, material, equipment, services, and facilities to conduct cultural resources overview studies for the Agassiz, Patoka River, Upper Mississippi, Trempealeu, and Driftless Area National Refuges and the Wisconsin Wetland Management Districts. The period of performance for completion of the each project shall be ninety (90) days from the start of the project. The following are the projected start dates for each area: Driftless Area National Wildlife Refuge and Upper Mississippi River and Trempealeu National Wildlife Refuges projects shall begin no later than March 2002; Agassiz National Wildlife Refuge project shall begin no later than June 2002; Patoka River National Wildlife Refuge project shall begin no later than September 2002; and Wisconsin Wetland Management Districts project shall being no later than December 2002. Offerors may submit offers on one or more project. The evaluation criteria for all proposals will be: (1) Direct Experience (evidence of knowledge of prehistoric and historic cultural resources management in the state(s) in which the project is located. (2) Understanding of the Requirement (degree to which the offeror's technical proposal demonstrates an overall understanding of the required tasks; (3) Quality of the Proposed Team (degree to which the personnel represent knowledge of prehistoric and historic cultural resources management in the state(s) in which the project is located); and Past Performance (degree to which the offeror's recent work history demonstrates commitment and ability to deliver acceptable services and products within defined schedules and budgets.
