Description
Request for Quotation number ESQ020002, XRF Florescent Spectrometer, FOB: Destination within consignees premises -- Delivery to Billings, Montana This is a combined synopsis/soliciation for commercial items prepared in accordance with the format in FAR subparts 12.6 and 13.105, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. FAR clauses 52.212-1 thru 4 are applicable and this synopsis/soliciation incorporates all provisions and clauses in effect through Federal Acquisition Circular 97-27. NAISC is 421490 and PSC is 6665. The Bureau of Land Management proposes to purchase an X-Ray Florescent Spectrometer (XRF). The purpose of purchasing an XRF is to identify and quantify the existence of heavy metals in soils, namely mine tailings. The XRF must include the following salient characteristics: Operation: System must analyze prepared soil samples in 60 seconds with a lead-in-soil detection limit of 20 ppm. System must be capable of demonstrating ELPAT proficiency and must meet the instrument specification for EPA Method 6200: Field Portable X-Ray Fluorescence Spectrometry For the Determination of Elemental Concentrations in Soil and Sediment. System must quantify at least 20 elements, including all RCRA elements. Must provide quick screening of sludges and liquids, as well as unprepared soil samples. The XRF must use a cadmium-109 source and americium-241 source and be upgrade-able for iron-55 source. The system must detect and display quantities of the following elements using the cadmium-109 source: arsenic, chromium, cobalt, copper, iron, lead, manganese, mercury, molybdenum, nickel, rubidium, selenium, strontium, titanium, zinc, zirconium. The system must be capable of detecting and display quantities of the following elements using the americium-241 source: antimony, barium, cadmium, indium, iodine, palladium, silver, tin The XRF must not require site-specific calibration and must always self-calibrate before testing is enabled. System must include an automated, barcode-based, data-entry system for site and sample information. This data system must be fully integrated and compatible with the downloading and reporting software. System must include pre-configured barcode template for input of GPS coordinates. The display must show numerical quantities of heavy metals as well as the complete x-ray spectrum from 2 KeV to 88 KeV for each reading. System must electrically regulate the temperature of the x-ray detectors to prevent inconsistent and/or highly variable results caused by shifts in ambient temperature. Radiation: Radiation exposure on user's hand with safety shutter open, as during a reading, shall not exceed 0.1 mR/hour. For travel and shipping, the XRF must not require radiation label on the carrying case and must conform to 49 CFR 173.421 for "excepted package," instruments and articles, N.O.S. UN2910. Size: This instrument must be single, self-contained unit, weighing no more than 3 lbs, including batteries. Exterior dimensions must not exceed 9" x 3" x 2". Warranty and Service: The XRF must come with a minimum one year warranty on manufacturer's defects. Also, the manufacturer must supply de-shimming, re-sourcing and other maintenance services on a regular basis for all equipment.
