- (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation F02601-01-CAT5 is being issued as a request for proposal. (III) This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular 97-27. (IV) This requirement is being synopsized as a small business set-aside under standard industrial classification code 3679, NAICS Code 334419, small business size standard of 500 employees. (V) Please propose the items as listed or and equal item. If proposing an or equal item please include all technical data with your proposal. SEE ATTACHMENT FOR STATEMENT OF WORK (SOW). Line item Cat 5 Upgrade (VI) N/A (VII) Place of delivery/installation: Building 70, Davis-Monthan AFB, AZ 85707. F.O.B. POINT IS DESTINATION. (VIII) Provision 52.212-1, Instructions to Offerors- Commercial Items applies. (IX) Provision 52-212-2, Evaluation _ Commercial Items applies. Proposal will be evaluated on price and price related factors. (X) Offerors are required to submit a completed copy of 52.212-3 Offerors Representations and Certifications- Commercial Items with their offer. (XI) Clause 52.212-4, Contract Terms and Conditions- Commercial Items and any addenda the clause applies to this acquisition. (XII) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to the award document. (XIII) N/A. (XIV) N/A. (XV) N/A. (XVI) A site visit will be held 0900 hrs, 26 November 2001 at DMAFB. Proposals will be due to the 355th Contracting Squadron, 3180 S. Craycroft Rd. Davis-Monthan AFB, AZ 85707, by 29 November 2001, 3 p.m. local time. (XVII) Point of Contact is SrA Shaun McGinnis (520) 228-5458 or alternate SSgt Suarez (520) 228-3873. 1.1. SCOPE: Contractor shall purchase all required installation material and provide qualified technicians in sufficient quantities to install all unclassified cable and data connections in building 70. This work for the unclassified network in building 70 must be scheduled and coordinated through 612 AOG/RA at (520)228-0791. The installation shall be completed in accordance with TIA/EIA and DOD installation standards. 1.2. TASKS: Contractor shall perform the following tasks. Contractor shall perform all work in accordance with good standards and practices of the trades. 1.2.1. Contractor shall install CAT 5 cable for new LAN cabling to complete a continuous raceway for all outlets being installed in building 70. All new CAT 5 drops for the second fioor will be run to room 204A and ternminated in a contractor provided CAT 5 patch panel. Drops on accessible walls will be concealed; drops on non-accessible walls will be in exposed EMT conduit. Contractor shall install a 19 inch rack for all CAT 5 patch panels. The rack shall be 7 feet and lockable. Contractor will provide CAT 5 jumper cables between D-mark and base equipment. 1.2.2. Contractor shall install the CAT 5 cable for 125 drops. This install includes the cabling, termination hardware, testing, and documentation. All copper cabling will be approved, Category 5E PVC. Copper cabling will be terminated on approved Category 5E jacks at the stationed as well as in the Server Room. All Jacks will be placed in AMP faceplates. Horizontal wire management between patch panels shall be used. 1.3. EXPERIENCE: The Installation Technicians shall have formal training and experience in the installation of communications equipment and materials, and be knowledgeable of TIA/EIS, and DOD installation standards. 1.4. TESTING: The Contractor shall test all unclassified Category 5 copper cabling installation to the 100MHZ level with industry approved test equipment. All testing and labeling will be in accordance with ANSI TIA/EIA approved standards and requirements. 1.5. WARRANTY: The Contractor shall support all manufactures? warranties. Contractor shall respond, within four (4) hours, to cable system troubles that are specifically attributed to this installation. Contractor shall offer a fifteen (15) year workmanship guarantee on the installation and performance of all cables, connectors, and hardware. 1.6. PERIOD OF PERFORMANCE: The work shall be complete within six (6) weeks form award of contract. 1.7. TIME OF WORK: Whenever possible and the majority of the work will be performed from 0730 to 1630. 1.8. DOCUMENTATION: The Contractor shall provide the 355th Communications Squadron (CS) and 355th Civil Engineering (CE) with electronic and hard copies of all contractor test results, within 5 working days of the completion of the installation. Contractor will provide copies of final equipment layout and wiring diagram (As-built one line diagrams) to 355th CS and 355th CE within 5 working days of the completion of the installation. 1.9. 355th CS RESPONSIBILITY: The 355th CS will provide a QA team to inspect and accept work completion from the contractor in order for the DD Form 250 to be signed. 1.10. 612th AOG RESPONSIBITY: The 612th AOG will provide all pertinent prints and other documentation as are readily available and current. The 612th AOG will assist the Contractor with access to Davis-Monthan and Building 70 as well as coordinating with other Base units. The 612th AOG will provide a small area for the contractor to keep stock and certain tools at the job site.
