Description

NASA/GRC plans to issue a Request For Offer (RFO) for repair of a natural gas distribution system. The work to be performed consists of demolishing valve pits; installing new High Density Polyethylene (HDPE) Natural Gas Distribution piping; inserting HDPE pipe into existing steel pipe; removing sections of existing carbon steel piping; removing steel valves and replacing with HDPE high head dual purge valves with gear operators. Also included are excavation and restoration of roads, parking lots, sidewalks and grass areas, and cathodic protection on distribution piping. The order of magnitude for the procurement is between $500K and $1M. The effort shall be completed within 310 calendar days after notice to proceed. The Government is currently evaluating the potential of a total small business set-aside. The NAICS Code and small business size standard for this procurement are 234910 and $27.5M average annual receipts, respectively. The anticipated release date of the RFO is on or about Nvember 30, 2001 with an anticipated offer closing date of on or about December 30, 2001. The provisions and clauses in the solicitation are those in effect through FAC 2001-1 The firm date for receipt of offers will be stated in the RFO. Drawings will be available from a local print shop identified in the solicitation. All responsible qualified sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
