- Description
- On or about 07 December 2001, this office will issue Invitation for Bids for the construction of Replace Secondary Electrical Service -- Line 3A at Iowa AAP, Iowa. Bids will be opened on or about 08 January 2002. This solicitation is unrestricted and open to both large and small business concerns. Contractors interested in inspecting the site of the proposed work should contact the Burlington Resident Office, U.S. Army Corps of Engineers, Iowa Army Ammunition Plant, Box 13, c/o Army Mail Room, Middletown, IA 52638, Roy Brewer at Telephone: (319) 75 3-1386, Fax: (319) 753-1370. Pre-bid site visits must be arranged in advance for access to Iowa AAP, Iowa. Site visits will be scheduled on 20 December 2001 and 03 January 2002. No other site visit dates will be scheduled. Bidders shall call the Reside nt Engineer's Office a minimum of 24 hours prior to date of scheduled tour. Access for site visit will be restricted to U.S. Citizens only. The bidders wishing access shall provide the following information: a. Name of Contractor. b. Names of individuals. c. Social Security numbers. d. Date of Birth. e. The proposed day of the site visit. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. Quantities and dimensions, if listed, are approximations only. The work will include upgrading the secondary electrical services for the following buildings along Line 3A: 3A-01, 3A-02, 3A-03-1, 3A-04, 3A-05-1 (Second Floor Only), 3A-05-2, 3A-10-5, 3A-98-8, 3A-12, 3A-20-1, and 3A-100 A new secondary electrical distribution system will be provided to power the above buildings. The Contractor is to provide and install a 750 KVA, 13.2KV to 480/277V transformer and distribution switchgear and two (2) new 13.2 KV vacuum breakers to double feed some of Line 3A. A Government furnished/Contractor installed 750 KVA, 2400V to 480/277V transformer and distribution switchgear will be provided in a new building attachment to building 3A-05-2, located on west side of Line 3A. Other work includes minor lengths of mini-horizontal drilling and jacking and boring, seeding, 20'x 20' metal building to house switchgear, concrete work for minor structures, flexible crushed rock for pavements, and chemical quality management to monitor some areas of excavation. The estimated construction cost of this project is between $1,000,000 and $2,500,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Enginee rs considers the following goals reasonable and achievable for fiscal year 2002: (a) Small Business: 61.4% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars*. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars*. (d) Severely Disabled Veterans 3.0% of planned subcontracting dollars*. (e) Hubzones 2.5% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 360 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
