- Description
- Project work includes a base and 2 options. The BASE BID WORK includes the maintenance dredging of approximately 320,000 cubic yards of beach quality material from the entrance channel, Cut-1, and the impoundment basin with placement of beach quality mate rial in the nearshore placement area located approximately 8.5 miles south of St. Lucie Inlet, and landward of the -16-foot MLLW contour. The BASE BID WORK also includes construction dredging of the St. Lucie Inlet Impoundment Basin to a required depth of 18-feet with 2-feet allowable overdepth removing approximately 240,000 cubic yards of rock and non-beach quality material with placement of material in the Donaldson Artificial Reef Area located approximately 3.5 miles northeast of the St. Lucie Inlet. OPTION 1 WORK includes the rehabilitation of approximately 450 feet of the existing St. Lucie Inlet North Jetty and OPTION 2 WORK includes an approximate 200-foot extension and sand-tightening of the St. Lucie Inlet South Jetty located in Martin County, F lorida. Work also includes construction/vibration controls and monitoring, endangered species observers and turbidity monitoring. ATTENTION: The Contractor should expect sea conditions with waves 3 feet or greater in height and ocean currents exceeding 3 knots a majority of the time in the project area. Only Coast Guard Certified vessels will be allowed to work on this project. Duration: Estimated construction time is 320 calendar days after receipt of Notice to Proceed (NTP) for the Base Bid (Dredgin g) portion of the work only (includes 30 days total for mobilization and demobilization). If funding is available for award of the Option 1 Bid (North Jetty Rehabilitation) subsequent to the Base Bid award and NTP, a separate Option 1 Bid NTP will be issu ed no later than 100 calendar days after receipt of the NTP for the Base Bid portion of the work. Additionally, if funding is available for award of the Option 2 Bid (200-Foot South Jetty Extension) subsequent to the original Base Bid award and NTP, a sep arate Option 2 Bid NTP will be issued no later than 220 calendar days after receipt of the NTP for the Base Bid portion of the work. If either the Option 1 Bid or the Option 2 Bid is awarded within the timeframes stated above, the total construction time of 320 calendar days for completion of all work will remain unchanged. Equipment needed may include, but not be limited to, the following: Hydraulic Excavator Dredge, 3,000 CY Scows and attendant floating plant. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. Best value will be determined by a trade-off process that combines non-priced and priced factors. All evaluation factors other than price, when combined, are slightly more importa nt than price. The following factors will be used to determine best value: Price, Past Performance, and Technical Merit. Magnitude of construction is over $10,000,000. Solicitation will be issued on or about 4 December 2001 and close on or about 17 Janua ry 2002. Solicitation will be issued in electronic format only. Bidders will be provided a CD-ROM at no cost.
