Description
The U.S. Office of Personnel Management (OPM) intends to issue a Solicitation No. OPM-02-RFP-0001 for a networked, integrated multi-media equipment system for the Eastern Management Development Center (EMDC). The system classroom components will be linked through a local area network and will be capable of displaying a variety of audio, video, and computer graphic images both originating in classrooms and delivered through EMDC's LAN servers. The integrated system will be capable of running virtual training, desktop teleconferencing, and web based training programs between rooms locally and from distant locations. Four rooms will require equipment installations and or modifications and up-grades. The successful offeror will be required to provide computers or LAN connections for this system. The successful offeror will be required to perform installation in coordination with events scheduled for these rooms, which are currently being used. Room schedules will be made available to the successful offeror to assist in installation planning. An EMDC representative will be available to provide access to the rooms on weekends and evenings if needed. The system will provide multi-media hardware installed in four classrooms. Some of the rooms have existing installations, and some components from existing systems will be retained. A detailed list of the classrooms with names, dimensions, equipment required and equipment currently installed and a detailed list of examples of acceptable equipment by room with components will be provided in the solicitation. Also, included in the solicitation will be a compiled list of the major components required with examples of acceptable components. All rooms will require manual control through an RGB projector control switcher. This switcher must be capable of interfacing with a wireless controller for possible future up-grades. An IR remote controller is required for the switchers. IR remote extenders may be required in some rooms. The following equipment must be installed in all of the rooms: (1) Audio/Video/RGB/VGA switcher to select inputs to a visual display projector or monitor; (2) Data/video projector; (3) Audio Mixer; (4) S-VHS videocassette recorder/player/TV tuner; (5) Audio CD ROM player; (6) DVD video Player; (7) External inputs for auxiliary video, audio and computer audio and VGA signals; (8) Input from existing satellite cable system; and (9) System hardware installed in classrooms will be housed in EMDC supplied cabinets. Shelf space for a permanently installed, EMDC furnished desktop computer, 15" monitor, keyboard and mouse is required in existing cabinet. The cabinet must also provide an auxiliary computer VGA and computer audio input. All additional equipment, cables, connectors, components, hardware and other parts necessary to install a complete system. A turn key system shall be provided by the offeror. =20 The offeror shall meet the following minimum requirements and specifications: (1) line item pricing of all equipment; (2) identification and GSA schedule pricing where applicable; (3) one-year parts and labor warranty by offeror for systems and all components; (4) on-site service of reported failure with loaner equipment provided as necessary at no additional charge within 48 hours; (5) details of manufacturer warranty for all system components; (6) complete wiring diagrams & labeling of all cables, connectors and panels; (7) representative drawings for all cabinetry including elevation drawings showing equipment locations; (8) operational instruction manuals shall be provided for each classroom; (9) no exposed cabling, conduit or surface mount wiremold is allowable for routing of cables; (10) an easily accessed VGA type input connector with a 1/8? computer audio input, one BNC composite video input and one auxiliary audio line input connector must be provided in equipment cabinets; (11) wiring harnesses must allow for removal of individual components without moving the cabinet; and (12) price offering option for a continuing maintenance contract in out years two through five. The offeror must be an authorized servicing dealer of the major components of the proposed system. =20 The primary system component minimum specifications include the following: (1) PROJECTORS: (a) permanently mounted in ceiling; (b) minimum brightness of 2600 standard ANSI lumens; (c) resolution capable of displaying native XGA, 1280X1024 uncompressed input SXGA, SVGA and VGA display capable by signal compression; (d) input ready for a computer source, IBM compatible and composite video; (e) keystone correction capable of producing a corrected image on a flat screen; (f) auto adjusting inputs for optimized synchronous display without external adjustment and auto sizing of composite video, XGA, VGA and SVGA images; (e) 1500 hour (standard mode) rated lamp; (f) RS232, RS422 or other built in external remote control capability; (g) minimum 350:1 contrast ratio; (h) manufacturer provided two year twenty four hour replacement warranty. (2) VIDEO COMPONENTS: (a) system switcher capable of controlling projector functions, routing video, and RGB signals to projector addressable by wireless remote control system; (b) 250Mhz bandwidth on all RGB switchers, RGB amplifiers and RGB cables; (c) VHS VCR?s controllable by the wireless remote system; (d) DVD Video Players controllable by the wireless remote system; (e) audio components; and (f) mixers must have balanced inputs and outputs, Mike/Line inputs, and phantom power. Included in the contract will be four options for a warranty. A pre-proposal conference will be held at a time and place to be specified in the solicitation. Immediately following the conference, prospective offerors will be given the opportunity to inspect the rooms and perform a site survey. This acquisition has been set-aside for small business concerns. The North American Industry Classification System (NAICS) number is 541990. The definition of a small business for this acquisition is a firm that has had $5 million or less in average annual receipts over the company?s prior three fiscal years. OPM will award a firm, fixed-price contract for this acquisition. OPM anticipates releasing the solicitation on/about November 30, 2001, and proposals will be due approximately thirty (30) days after that date. Companies interested in obtaining a copy of the solicitation may download a copy from the OPM website. No hard copies of the solicitation will be mailed.
