Description

The Naval Surface Warfare Center, Carderock Division is pursing engineering, technical analysis, configuration, testing and support services for both the Data Multiplex System and Fiber Optic Data Multiplex System (DMS/FODMS) and associated ship systems. The contractor who receives award must have extensive corporate experience supporting engineering programs with the US Navy related specifically to Surface Combatant ships and primarily with DDG 51 Class. Support for ancillary equipment installed on various ship classes may also be necessary. The contractor must have personnel who are specialized in the shipboard integration and testing of new DMS/FODMS user systems, troubleshooting of DMS/FODMS communication problems, and support of DMS/FODMS and associated user systems during ship availability periods. It is anticipated that on-site engineering services will be provided d uring construction and in service and maintenance periods on AEGIS Class Destroyers in connection with DMS/FODMS components and associated interface equipment being installed, maintained and altered by ship's force, private contractors and government or public organizations. Evaluations of the proposals will be based on Personnel, Past Performance/Corporate Experience, Management/Quality Assurance Plan and Facilities. Review of confidential naval messages will be required. Handling of secret material may be required. This procurement is 100% SET-ASIDE for firms under the Small Business Administration. The NAICS classification code for this procurement is 541330 with a size standard of $13.5M. The government intends to award an Indefinite Quantity, Indefinite Delivery Cost Plus Fixed Fee type contract with a level of effort of 51,000 hours (10,200 yr). The period of performance is 60 months. Solicitations will be released on or about 16 December 2001 and will close 30 days thereafter.
