Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined Synopsis/Request for Quotation (RFQ) number is AMSTAT-RN-0-0502 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46, dated 17 Mar 97. The associated standard industrial classification code is 7373, with a size standard of $18.0 million. The requirement is for the initial perpetual license / installation and first year maintenance, enhancement and support (MEA) of and for the following Mechanical Dynamics, Inc. ADAMS software: 10 each ADAMS Full Simulation Package, 1 each ADAMS / Exchange, 1 each MECHANISM / Pro Interface Only, 1 each ADAMS / Animation, 3 each ADAMS / Flex, 1 each ADAMS / Insight, 1 each ADAMS / Controls, 1 each ADAMS / Vibration, 1 each ADAMS /Durability, 2 each Car Suspension Design , 2 each ADAMS / Car Vehicle Dynamics, 1 each ADAMS Pre, 2 each ADAMS Tire Handling and 2 each ADAMS Tire Durability. Annual options on maintenance, enhancement and support (MEA) are being offfered by MDI for these fourteen items of software at the current list price prevailing at the time of exercise of these options. MDI MEA discounts are not to exceed 20 percent of the se current list prices. The software delvery and / installation and MEA services are to begin 01 December 2001. The MEA performance period is 01 December 2001 through 30 November 2002. This software supply and installation / MEA are for TACOM / AMSTA-TR-N. FOB Destination will apply for all deliverables. Provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The following factors shall be used to evaluate offers: i) technical capability of the service offered to meet the Government requirement and ii) price. Offerors are advised to include a complete copy of the Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. This acquisition is rated DAO4. The US Army Tank Automotive and Armaments Command intends to negotiate solely with Mechanical Dynamics, Inc., 2300 Traverwood Drive, Ann Arbor, MI 48105.
