Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Matheson Tri Gas, of Montgomeryville, PA, for acquisition of three (3) Gas Cylinder Enclosures (Configurations 60207.2; 60208.0; and 61300.0), to be used by the Microfabrication Process Facility at NIST, to house hazardous gas cylinders.*****Sole source determination is based on the need for compatibility. All the regulators, valves, fitting and flow meters currently used by the Microfabrication Process Facility at NIST are Matheson-brand products. The Gas Cylinder Enclosures being acquired must be compatible with the existing gas distribution system; otherwise, NIST would need to convert all non-compatible hardware and thus incur unreasonable expenses for both hardware and labor. Since the Enclosures are required for safety, time is also of the essence. Any delay in production and delivery would delay the Facility's research work. Matheson Tri Gas has the knowledge of and experience with the existing gas distribution system and can assure a fast and compatible installation of the Enclosures.*****The Enclosures shall have pneumatic shut-off valves, air-control dampers and a fire sprinkler system specifically for Silane and Dichlorosilane gases (gases that explode when in contact with air). The enclosures shall meet the 2001 NFPA codes for clean-room safety. In addition, the Enclosures shall be customized to fit into the limited-space area (15'x20"x75 5/8" area 1, and 25"x21"x75 5/8" area 2.)*****Installation shall be included at no additional cost. A one-year warranty on parts and labor shall be included.*****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 14 weeks or less from receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 421830, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by November 26, 2001, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****See Note 26.
